  2. Initiation • Rich Batiuk approached STAC to undertake review and provide guidance in the development and application of the Phase V watershed model • STAC has developed year-long approach with an External Team and an on-going Regional Team for participation in quarterly MSC meetings

  3. External Team • Five members, familiar with watershed modeling and HSPF; nominated by STAC and CBP modelers • Team: Larry Band, UNC; Ken Campbell, UFL; Russ Kinerson, EPA; Ken Reckhow, Duke; Claire Welty, UMBC • Meeting: NCBO Conference Room, 17-19 May 2005

  4. External Team Meeting • Day 1: Introductions and CBP summary; Team meetings with CBP modelers • Day 2: Team discussions and additional meetings with CBP modelers if requested • Day 3: Team drafting of guidance and recommendations • Presented to STAC and following discussion, CBP modelers as general guidance for CBP Phase V activities over 12 months or more

  5. Regional Team • Guidance and recommendations from the External Team will serve as basis for Regional Team oversight of Phase V use and application in the coming year • Regional Team: Overseen and coordinated by Saied Mostaghami, VATech; short-list of ~6 potential members for final Team of 3

  6. Regional Team Activities • Member(s) of Regional Team will digest guidance and recommendations of the External Team • Member(s) will attend each MSC quarterly meeting to be informed on use of Phase V model • Member(s) will communicate to STAC and through STAC to CBP modelers on CBP Phase V model progress and application relative to External Team guidance • For Regional Team concerns, Regional Team and CBP modelers will discuss approaches/remedies

  7. A Year Out… • Regional Team will relay, through consensus, CBP efforts with Phase V WS Model to STAC relative to general guidance provided by External Team • If CBP Phase V model development and application consistent with External Team guidance, the External Team will be informed of the CBP efforts but not reconvened • If there are major shifts in the Phase V model relative to guidelines provided by the External Team, the External Team may be asked to reconvene and provide additional guidance
