Contextualisation • Long history of interaction between South Africa and the Low Countries • Since 1652 • Since 1994 – renewed interest, also in scientific collaboration • e.g. since 1997: • SANPAD (South Africa-Netherlands Research Programme on Alternatives in Development) • SA/Flanders Bilateral Agreement on Science and Technology Cooperation Workshop: HLT Collaboration 24-25 November 2008

Contextualisation • HLT • 08/2003: Committee of Ministers of DLU expressed interest in SA, with special focus on HLT • 09/2003: Workshop in Bloemfontein to explore possibilities • 12/2003: SA delegation visited DLU in Brussels • 04/2004: Ministers (DACST & chair of Committee of Ministers of DLU) expressed interest to collaborate on HLT Workshop: HLT Collaboration 24-25 November 2008

Contextualisation • 09/2004: DLU visited DAC; possibilities for cooperation discussed: • Policy Development • Sharing of ideas on HLT policies • Capacity building (for African languages) • Exchange programmes • Training of students • Career development in HLT • Research • Sharing expertise • Joint research projects • Sharing data (corpora) and software • Funding of projects • Private sector involvement • Buy-in from private sector organisations Workshop: HLT Collaboration 24-25 November 2008

Contextualisation • 11/2004: Minister of DST confirmed interest to cooperate • Assigned Meraka Institute (Etienne Barnard) as contact point • 03/2005: Committee of Ministers of DLU confirmed interest to cooperate • 10/2005: DLU sent letter to Etienne Barnard • 06/2006: Etienne Barnard visited DLU • 11/2007: DLU visited Meraka Institute • Agree to organise workshop in 2008 • 04/2008: First planning meeting in Antwerp • 11/2008: Workshop in Noordhoek, South Africa Workshop: HLT Collaboration 24-25 November 2008

Aims • Basic question: • How can we best foster cooperation between SA and the Low Countries in the field of HLT? • Aims: • To discuss and share related information regarding: • National and institutional priorities and policies related to HLT • Current/recent HLT R&D projects and initiatives • Status of HLT teaching and training • HLT industry opportunities • To discuss mechanisms that would stimulate and support HLT collaboration among the three countries • To introduce researchers from the three countries to each other Workshop: HLT Collaboration 24-25 November 2008
