Evaluation System in Chile Objective: contribute to evidence based decision making by sending periodic information linked to the budgetary cycle to stakeholders (Congress, public, press) and generating information to coordinate social policy. Evaluation System in Chile - Ex-Ante Evaluation Legal Framework • Evaluate and issue an opinion, through a recommendation report, on social programs, both new and those that will be the matter of extensive reformulation, as proposed by the ministries or government agencies, to support coordination in social policy design. • These assessments are based on standard criteria for social programs, evaluated in terms relevance, coherence and consistency. • This analysis is a factor that has to be taken into account during the allocation of resources when formulating the Budget Proposal. • Inter-ministerial Committee on Social Development: • Fulfill a follow-up role for the monitoring and evaluation information generated by the Undersecretary of Social Evaluation. • Approve evaluation criteria. • Strengthen social programs through the proposal of reformulation, termination or adoption of measures, based on program evaluations. Evaluation System in Chile - Ex-Ante Evaluation Evaluation Criteria • Relevance: • Ministerial priorities, strategic objectives of the institution, and relation with other public programs. • Relevance of program design to solve the problem or address the need vis-à-vis the population affected by such problem. • Coherence: • Program design: adequate relationship or linkage among its objectives (goal, purpose and components), target population, and intervention strategy. • Consistency: • Adequate relationship between design and subsequent execution, analyzed based on definition of the indicator, information system, and planned expenses. Evaluation System in Chile - Monitoring of Social Programs and Initiatives Analysis of Proximity Between Social Programs • Its objective is to generate spaces for dialogue between programas identified as close, allowing different Ministries and Services to engage in coordinated approaches based on similarities and opportunities for mutual improvement. • Closenessamong social programsisdefinedaccordingtothenumberofdimensionstheyshare. Thesedimensionscorrespondto(1) purpose, (2) cause beingaddressed, (3) populationservedand (4) goods and / orservicesdelivered. • According to this, 2 programs or initiatives can be defined in the following classifications: • High Proximity:Programsorinitiativesthat share its 4 dimensions. • Potencial Duplicity: Programsorinitiativesthat, in additiontocoinciding in their 4 dimensions, share relevantaspectsofthestrategy and the general operationoftheintervention. Evaluation System in Chile - Monitoring of Social Programs and Initiatives • Within the framework of compliance with the 2030 Agenda, a new section has be incorporated in the process of Monitoring Programs and Social Initiatives. • With the aim of gathering information about the contribution of the social program offer to the Sustainable Development Goals (SDG), the formulators of social programs and initiatives of each sector identify the SDG goals to which their program contributes. • This information allows the identification of gaps and priorities to be addressed from a social policy point of view. Integrated Bank of Social Programs (BIPS) www.programassociales.cl • It makes available to the public the official list of public social programs and initiatives, and a description for each one of them. • Inform citizens about social programs and initiatives and, in this way, increase transparency regarding the use of public resources. • The Integrated Bank of Social Programs also publishes the reports of external or complementary evaluations.
