  2. Objective • To discuss the BusanAction Plan for Statistics • Recap the Busan Forum objectives • Review the Action Plan for Statistics • Next steps • Issues for Discussion Outline

Busan Busan Forum Objectives • High-Level Forum Nov 29 – Dec 1, 2000 delegates, ministerial participation • Review of development progress & make new commitments • Identify a limited number of key themes (e.g. Results & Accountability) for concerted action • Implement key themes via “building blocks” which: • Are practically implementable • Are game changers • Have support from the highest political level • Can be adapted to specific country circumstances

Action Plan A renewed commitment to statistical capacity • Statistics essential for key themes of Results & Accountability • Renewed Plan for Statistics, building from 2004 MAPS, as described in the “base” document • The Plan recognizes new demands & advances in statistical systems and technology • Implementation to rely on existing institutions

Action Plan The Plan has three broad objectives • Fully integrate statistics in decision making. • Improve policy makers ability to use stats • Stats producers to be routinely engaged in planning, budgeting, M&E discussions • Promote open access to statistics • Within government and to the public • Increase resources for statistical systems

Action Plan Six Actions support the objectives • Strengthen national statistical strategies • Prioritize implementation • Improve integration of M&E and statistical improvements • Improve vital stats, admin data, geospatial information • Outcomes from Global Summits to recognize statistical capacity needs • Resolutions need to identify indicators and implementation strategy • Statistical activities prioritized/implemented with development country leadership • Summit follow up to report on statistical progress • Specific actions on Gender, Agriculture, Geospatial info.

Action Plan Six Actions (continued) • Improve access to data at the national level • Improve curation and accessibility of enterprise stats, admin data, & vital stats. • Support legal frameworks for open data • Implement geospatial information MIS • Increase knowledge skills to use stats effectively • Adopt new approaches using new technologies • Improve public awareness

Action Plan Six Actions (continued) • Improve accessibility of data produced by int’l orgs and bilateral agencies • Adopt common standards • Share research data and related outputs • Implement IATI data standard • Ensure financing is robust and funding mechanisms responsive • Include new funding sources • Give higher priority to Stats and M&E in aid programs developing countries provided by int’l org and bilateral • Ensure governance / coordination partnerships are inclusive

Next Steps Next Steps Pre-Busan • Need to build political support, identify champions • It is expected that key donor agencies will not only endorse the Busan Action Plan for Statistics, but also use it for planning their financial support and pledge future funding for all or specific areas of interest to them. • CCSA plays an important role to strengthen this plan & ensure their agencies’ representative(s) in Busan supporting the initiative. Post-Busan • Identify time-bound implementation steps.

Issues Issues for the Roundtable • Is the Action Plan appropriate and comprehensive? • Can we sharpen NSDS implementation to ensure global commitments are coordinated at the country level? • Can we do better to integrate monitoring and evaluation frameworks with official statistics in country? • How can we scale up our support for countries pursuing “open data” agendas? • Given donor country fiscal circumstances, how can we revive and re-energize funding for statistical capacity building?
