DCS STEERING GROUP • DSG Meeting April 2009 • Presented with proposed Concept of Operations for DADDS at WCDA and at NSOF • Briefed on all Ongoing DCS Activities • Version 2 Certification Standards • Directed Federal Register Notice for V2 Certs • Approved Plan Forward • DCP Command • Approved Continuing Forward • Requested Clarification on Intellectual Property

  4. DADDS/DAPS REPLACEMENT • DADDS ACCEPTED BY OFFICE OF SYSTEMS DEVELOPMENT (OSD) • BEING USED AT WALLOPS AS BACKUP DISTRIBUTION SYSTEM • DATABASE CAPABILITIES SHOWING MUCH PROGRESS • TESTING UNDERWAY • USER REGISTRATION CAN PROCEED

  5. 100/300 AUTO DETECT • FULLY OPERATIONAL AND SUCCESSFUL • BEING USED TO ASSIST WITH HDR TRANSITION • HELPS IN CASES WHERE A CHANNEL HAS SMALL NUMBER OF TRANSMITTERS THAT CAN NOT BE MOVED • PLAN TO USE ONLY FOR SHORT TERM • GOAL IS TO ELIMINATE ALL 100 BPS CHANNELS, SO NOT AVAILABLE FOR PERMANENT USE

  6. NSOF DADDS BACKUP • SYSTEM INSTALLED AT NSOF • RECEIVING DATA FOR BOTH EAST AND WEST • STORING APPROXIMATELY 3 DAYS OF DATA • NO DISTRIBUTION SYSTEMS OPERATIONAL YET • CONCEPT OF OPERATIONS COMPLETED FOR DSG APPROVAL • NO DATE ON SCHEDULE • NESDIS DEFERRING UNTIL AFTER DADDS DELIVERY COMPLETE

  7. DATA COLLECTION PLATFORM CONTROL (DCPC) • STIWG MET TO DISCUSS ACTIONS REQUIRED BY USERS AND NOAA TO CONTINUE • SUTRON WILL BE PRESENTING UPDATE AT THIS MEETING • STIWG AGREED TO CONTINUE WITH DEVELOPMENT • DSG AGREED TO CONTINUE PENDING CLARIFICATIONS

V.2 CERTIFICATION STANDARDS • COMPLETED BASED ON DISCUSSIONS WITH VENDORS • REVISION TO CHANNEL SCHEMA BASED ON THIS MEETING • PLAN TO FINALIZE MID 2009 • FEDERAL REGISTER NOTICE NOT REQUIRED • DSG REQUESTED TO GO FORWARD • IMPLEMENTATION WILL BE DEPENDANT UPON NOAA’S READINESS TO CERTIFY TRANSMITTERS AND RECEIVE DATA • TEST SETS UNDER DEVELOPMENT • WARREN DORSEY ASSIGNED TO INVESTIGATE NOAA REQUIREMENTS

  9. NARROW BAND TRANSMITTERS • DEPENDANT UPON V2. CERTIFICATION STANDARDS COMPLETION • TENTATIVE TIMELINE FOR DEPLOYMENT DEVELOPED, NEEDS UPDATING • NO CHANGES REQUIRED BY USERS FOR SEVERAL YEARS • MOST MANUFACTURERS BELIEVE CHANGES WILL BE MADE IN SOFTWARE FOR DIGITAL TRANSMITTERS

EDDN/USGS AGREEMENT • USGS DEVELOPED DISTRIBUTION BACKUP • NOAA AND STIWG MEMBERS PROVIDED SOME FUNDING, WITH USGS BEARING MOST OF COSTS • USGS AGREES TO OPEN TO ALL USERS OF NOAA SYSTEM • NOAA TO PROVIDE SOME ADMINISTRATIVE ACTIVITIES (REGISTERING USERS) • NOAA AND USGS TO DEVELOP AN MOU FOR COOPERATION IN EARLY 2009 • EDDN PRESENTATION THIS AFTERNOON

USER REQUIREMENTS UPDATE • NOAA TO FUND AN UPDATE TO THE NATIONAL GOES OPERATIONS PLAN (NGOP), AKA USER REQUIREMENTS DOCUMENT • SOME FAMILIAR FACES PLANNED TO PERFORM THIS EFFORT • WILL START MID TO LATE SUMMER • PLAN TO INTERVIEW ALL USERS FOR USAGE AND FUTURE REQUIREMENTS • YOU WILL BE CONTACTED

  12. DIAL IN LINES • IS ANYONE USING THE DIAL IN LINES? • DO NOT PLAN TO CONTINUE INTO DADDS OPERATION • SEVERAL TYPES OF INTERNET ACCESS AVAILABLE • DISTRIBUTION BY DOMSAT AND LRIT • USERS NEED TO WORK ON ALTERNATE BACKUP SYSTEMS

ONLINE SYSTEM USE AGREEMENT • SYSTEM COMPLETED • SEEKING TO IDENTIFY OPERATIONAL SUPPORT • CONTRACT BEING AWARDED THIS MONTH • WILL BEGIN REPAIR AND UPGRADE • STILL FEW GLITCHES AT OPERATING SYSTEM LEVEL IN FORWARDING EMAILS REQUIRED FOR APPROVAL PROCESS • REMOVED FROM WEB PAGE UNTIL REPAIRED • PDF WRITABLE SUA AVAILABLE • FILL IN AND EMAIL • PLAN TO COLOCATE WITH DADDS

USER NOTIFICATIONS • EMAIL DISTRIBUTION LISTS WILL BE MAINTAINED BY CENTRAL OSDPD HELP DESK • PROBLEMS WILL BE ESCALATED TO THEM FOR DISTRIBUTION • FOCUS IS NOW BEING GIVEN TO POST MORE INFORMATION ON WEB PAGES • OPERATIONAL NOTICES PAGE ADDED TO HTTP://DCS.NOAA.GOV (WALLOPS) PAGE • NEAR REAL-TIME NOTICES OF EVENTS THAT MAY IMPACT OPERATIONS • OUTAGES • PLANNED SYSTEM MAINTENANCE • MEETINGS AND ANNOUNCEMENTS POSTED ON HTTP://NOAASIS.NOAA.GOV/DCS PAGE • PLEASE PLAN TO CHECK THESE PAGES REGULARLY

INTERNATIONAL CHANNELS • COMMITTEE ON GEOSTATIONARY METEOROLOGICAL SATELLITES (CGMS) HAS OVERSIGHT • LOW USAGE OF CHANNELS • CGMS VOTED TO DISTRIBUTE MOST CHANNELS TO AGENCIES • NOAA RECEIVED 11 3 KHZ CHANNELS (22 1.5 KHZ CHANNELS) • SOME ALREADY COMMITTED FOR TSUNAMI USE • WILL PLAN HOW TO USE EARLY IN 2009 • HOPE TO RETAIN SOME FOR V2 NBT USE, SOME FOR HDR RANDOM USE

UPDATE SUA • CURRENT PROJECT TO REVIEW ALL EXISTING SUA’S • PLEASE CONTACT US IF YOU NEED A RENEWAL • REPORTING PROCESS IN PLACE TO IDENTIFY SOON TO EXPIRE AGREEMENTS • FUTURE RENEWALS WILL BE INITIATED ONE MONTH BEFORE EXPIRATION • SUA NUMBER WILL BE MANUALLY ASSIGNED TO EXISTING SUA’S FOR INTEGRATION INTO DADDS • ALL SUA’S WILL BE MANUALLY LOADED INTO DADDS Send requests to goes.dcs@noaa.gov
