Serial Number Profiles in GCSS-Army Home of the Army’s Sustainment Think Tank! Combined Arms Support Command and the Sustainment Center of Excellence Fort Lee, Virginia and Fort Jackson, South Carolina
AGENDA • History/Background (standard vs non-standard) • Serialization Process Workflow • Serial Number Profile Labels (Description) • End to end serialization challenge and update process • Supporting Work • SNP Challenge Process • GCSS-Army Help Desk
Determining Serialization Candidates • Business rules were developed by a G-4 lead IPT with LOGSA and were vetted with HQ AMC, LCMCs, MEDCOM, CASCOM, PM AESIP. • Types of items that the Army should consider to serially manage. 1) Capital Assets 2) Critical Safety Items 3) UIT 4) Major End Items 5) Munitions 6) Sensitive or Classified 7) Virtual Boxes 8) Maintenance and dispatch relevant • These categories were determined to comply with DoDI 4151.19 and FIAR requirements
Candidate Business Rules As of : 08 July 2016
Serial Number Profile Labels (Description) • Serial number profile design was partially derived from AMSS reporting requirements. If a material is serial number managed throughout the army, the serial number profiles GA01 through GA05 will be assigned depending on other characteristics: • GA01– Identified by LOGSA as a reportable system (AR700-138 B2) and has at least one associated subsystem. • GA02– Identified by LOGSA as a reportable system (AR700-138 B2) and has no associated subsystems. • GA03 – Is reportable and represents a self propelled vehicle and usage is tracked to accommodate maintenance. • GA04 – Is reportable and dependent (ie towed) by a self propelled vehicle for mobility. This category may include vehicles whose components have less significant value and are not tracked independent of the vehicle or a permanent identification or EIC has not yet been established for the reportable equipment. These items may or may not be required to report usage but require routine maintenance. Most of these items also require a registration number. • GA05 – Reportable (non dispatch) end items such as night vision gear, communication and navigation equipment, chemical alarms, sights (etc). • GA06– same as GA03 but non reportable • GA07 – same as GA04 but non reportable • GA08 – same as GA05 but non reportable • GA09 – This profile represents material that requires individual tracking in maintenance or dispatching (example: inspection and services) but is not serial number managed or tracked. On receipt of a GA09 material, the system will create an equipment record and store the equipment number in the serial number field. Even if a serial number is entered. Examples of material that have this profile are tool kits, tents, machine gun tripods, and other authorized non sensitive items. • GA10– This profile is applied to all class IX material that may be maintained independent of the end item. This includes engines, transmissions, and other repair parts that may be IUID relevant. It also includes all 2410 aviation materials. Similar to the GA09 profile, if the serial number is not provided upon receipt the system will automatically create an equipment record and store the equipment number in the serial number field. • Newly Identified SNP Lables • GF12 – Capital Asset candidate items (over $100K) that were not serialized based on other material characteristics • Reviewing recommended COA for serial number profiles on the way items will be tracked when the end item does not have a serial number however, components of the end item are present.

GCSS-Army must provide a capability to change serial number profiles from GA01 thru GA__ without removing the on hand stock. SNP Challenge Process • HDT will be adjudicated and sent to DA G4 to determine if there was an oversight • DA G4 Serialization hub will make one of two decisions. • Requests are submitted to DA G4 using the provided address (USARMY Pentagon HQDA DCS G-4 Mailbox SIM) • Serialize the item based on oversight. • If this occurs, the items will be returned to CASCOM to apply a SNP to. • Once SNP is assigned, the items will be sent to PdM GCSS-Army Data Lead requesting the he submit to AESIP to add to master catalog with updated information. • Data Lead will submit the request to AESIP and once complete a message will be sent back to all parties. • Simultaneously once ticket is sent to Data Lead, the HDT is updated and placed in a resolve state. • The user is contacted and informed that the item will be serialized • Do not serialize the item. • If DA G4 decides that the item was properly categorized then they will send notice back thru the website informing the person from CASCOM that submitted the initial request. • The action officer will notify the user and resolve the HDT • No further action required.
