Oregon Military Department Overview OMD relation to OSII Goals Quality Jobs for All Oregonians Engaged, Caring and Safe Communities Healthy, Sustainable Surroundings Issues to address in OSIII Other Partners - Proud to participate in the process - The ORNG supports both federal and state missions. The lions share of our work, despite a significant operations tempo, remains in the state. On a day to day basis we answer to the governor, our CinC. - Its important to understand the role of the Oregon Military Department in terms of what it brings to the Public Safety arena not just in terms of our mission, but also in terms of the intangible impact we have on the state through a positive presence in all corners. - Briefing will cover all three primary topics requested by the Oregon Progress Board: relation to OS2 goals, issues for OS3 and who we feel needs to partner in the process- Proud to participate in the process - The ORNG supports both federal and state missions. Oregon Military Department OSII Goal: Quality jobs for all Oregonians 2,000 full-time, 8,000 part-time jobs Highly skilled, professional workforce Leadership and followership Relevant technical training Disciplined, drug free Economic engine/multiplier in dozens of major communities across the state We have quality jobs that provide meaningful and practical skills across a wide spectrum from food services to physicians. Examples include personnel specialists, engineers, medical professionals, communications specialists, all trades that are relevant to Oregon. The training for these people is provided through the military using federal funds. Ancillary benefits: Our people, by virtue of necessity, are developed to be leaders; the first step is learning to be a follower We have dozens of employers lining up to hire Guardsmen they understand the value a traditional Guardsman brings to a full time, civilian employer; they want the quality people found in the Guard Our budgets are more than $400 million, but a significant amount is federal support to the ORNG we are a very well funded but with minimal cost to the stateWe have quality jobs that provide meaningful and practical skills across a wide spectrum from food services to physicians. Oregon Military Department OSII Goal: Engaged, Caring and Safe Communities Reflection of communities, value added Cross-section of population Volunteers in public Service Positive presence Facilities reinforce positive perception Innovative Readiness Training OYCP, StarBase, Camp Rosenbaum Like every other organization, we represent a cross-section of society. One thing that does set us apart, though, is that we appeal to people who have a desire to serve its more than a job for many. That brings additional benefits. In addition, the presence of our facilities has a positive impact. People know and trust the ORNG, and having them in their communities reinforces that trust. Every year we make positive contributions to the state through IRT projects. Youth based programs have a lasting impact: OYCP, StarBase, and Camp Rosenbaum are examples of how we change lives for at risk youth and how we help the educational system develop young minds in science and math. Like every other organization, we represent a cross-section of society. One thing that does set us apart, though, is that we appeal to people who have a desire to serve its more than a job for many. That brings additional benefits. In addition, the presence of our facilities has a positive impact. People know and trust the ORNG, and having them in their communities reinforces that trust. Today there ten. This is an indicator of our commitment to not only complying with environmental law, but to being innovators in the environmental arena. We face scare resources every year, and that reinforces the need to be good environmental custodians. Other agencies look to our track record and seek partnerships that are mutually beneficial. Example: Biak. We sought to expand the range at Biak, and the BLM asked us to take on additional acreage because they realized we are not only funded for environmental programs but that we have the ability to make a positive difference. This year was one of the busiest years for our aviation units in support of firefighting. In addition to our formal programs, youll find that we have a culture of stewardship we know resources are scarce, and we understand the importance of taking care of the public trust.At one point, there was only one person in the OMDs environmental office. It has been repeatedly proven that disaster response requires a multi-agency effort at several levels of government. We need to ensure that the common goal is what takes precedence, not agency policies or procedures that limit our ability to swiftly respond and sustain the right response. The ORNG is uniquely situated to link several agencies in a time or crisis or disaster response. We are well-funded, well-resourced, and well-trained. In a disaster, the biggest benefit derived is from a population that knows how to react. With a population prepared for emergencies, well be able to better respond.
