Background • Proposed enhancements to the DR baseline calculations anticipated to become effective June 1, 2014 • FERC Filing, Docket No. ER14-727-000 (Filing date 12/20/2013) • FERC approval anticipated prior to effective date • Improve baseline accuracy by providing allowances for scheduled and forced curtailments of Real-Time Demand Response and Real-Time Emergency Generation assets • Allow DR assets to submit unadjusted baseline values, rather than meter data, for intervals during a forced or scheduled curtailment

Definitions • Scheduled Curtailment • Typically a planned facility shutdown • Occurs during scheduled maintenance of energy-consuming equipment • Electricity consumption is significantly reduced • LPs/DDEs must notify ISO NE in advance • Number of scheduled curtailment days is capped at 14 per Capacity Commitment Period • Forced Curtailment • Caused by an event outside of an asset’s control, for example, a transmission outage • Electricity consumption is reduced to zero • Number of forced curtailment days is not capped

Scheduled CurtailmentsISO Actions • ISO New England will review scheduled curtailment notifications for compliance with: • Notification requirements • Scheduled Curtailment day cap (14 days) • Market Participants will be notified via Service Note if eligibility requirements are met / not met (must have proper role in CAMS, see slide 9) • Additionally, ISO New England will review meter data submittals and demand reduction offers for compliance

Forced CurtailmentsISO Actions • ISO New England will review forced curtailment notifications for compliance with notification requirements. • Market Participants will be notified via asset level Service Note if eligibility requirements are met / not met (must have proper role in CAMS, see slide 9) • Additionally, ISO New England will review meter data corrections and demand reduction offers for compliance

  8. Scheduled/Forced Curtailment Form • Final version will be made available prior to May 15, 2014 • Form must be attached to Service Note in CAMS

  9. CAMS Role Needed to Receive Service Notes • ISO will respond to notification of scheduled and forced curtailments via asset level service note • Market Participant Security Administrator must grant proper role in CAMS to individuals who have a need to receive ISO generated service notes. • CAMS role required is Load Response Enrolling Participant
