Background(1) • Safety Guides on Radioactive Waste (RW) Management • Predisposal management of RW • GS-G-3.3 : Management System for the Processing, Handling and Storage of Radioactive Waste • Disposal of RW • GS-G-3.4 : Management System for the Disposal of Radioactive Waste. Two separate Safety Guides on management system for RW management

Background(2) Requirement 6 of GSR Part 5 (Predisposal Management of RW) “Interdependencesamong all steps in the predisposalmanagement of radioactive waste, as well as the impact of the anticipated disposal option, shall be appropriately taken into account.” Agreed at the 29th meeting of the WASSC to revise and combine GS-G-3.3 and GS-G-3.4 to ensure proper management of interdependencies between predisposal and disposal of RW

Objective • To provide updated guidance on developing and implementing management systems for both pre-disposal and disposal of radioactive waste • Applied to the processing, handling, long term periods of storage, and also to the lifecycle of radioactive waste disposal facilities • Consistency with GSR Part 2 (DS456) / GSR Part 5 / SSR-5 and other related IAEA Safety Standards

Overview • Provide guidance on developing and implementing management systems regarding predisposal and disposal of RW • Interdependencies between different stages of WM • Disposal facility will be managed by successive generations • Application • by regulatory bodies, organizations that are directly involved in the waste management activities, and the suppliers of the waste. • processing, handling, short / long term periods of storage, to the lifecycle of radioactive waste disposal facilities (mainly concerned with management systems to be implemented and used over the next few decades).

Feedback • The DPP was submitted on somewhat short notice • Feedback on DPP for DS 477 was provided by: Finland / Germany / Japan / Korea / Pakistan / USA • Several comments for consistency with GSR Part 2 (DS456)  During document preparation, consistency with DS456 will be considered as noted in DPP for DS477 & Table of Contents will be also discussed • Several comments to address specific aspects of predisposal management and disposal (long-term consideration etc.) • Several comments for clarification of the scope of the document • 38 comments – 36 accepted, 1 rejected, 1 to be discussed

Finland: 1 comment on DPP for DS477 • 1 comment to support DPP for DS477 • Support to combine and supersede GS-G-3.3 and GS-G-3.4 to strengthen the connections between predisposal and disposal actions, and to promote that the safety measures necessary for disposal are better taken into account also at the predisposal phase.

Germany : 15 comments on DPP for DS477 (1) • 1 comment to support DPP for DS477 (1) • 2 comments related to consistency with GSR Part 2 (13,14)  Consistency of the requirements and recommendations will be due taken into account • 2 comments to address specific aspects of predisposal management and disposal (long-term consideration etc.) and interdependencies between the various steps or radioactive waste management (2,15)

Germany : 15 comments on DPP for DS477 (2) • 4 comments to clarify the scope of the document (3, 4, 8, 9)  DS459 added to interface document, further discussion during the development of DS477 • 1 comment to include a list of IAEA documents that need to be taken into account for drafting (11) • 5 editorial comments (5-7, 10, 12)

Japan : 6 comments on DPP for DS477 • 1 comment related to consistency with GSR Part 2 (1)  Consistency will be due taken into account • 2 comments for clarification of the scope (3,4)  Interdependencies with transport will be discussed. MS for transportation is out of scope of DS477. • 1 comment to address specific aspects of predisposal management and disposal (long-term consideration etc.) and interdependencies between the various steps or radioactive waste management (2) • 1 comment to include a list of related IAEA documents (5) • 1 comment to add appendix to the Safety Guide (6)

  11. Korea: 4 comments on DPP for DS477 • 1 comment related to consistency with GSR Part 2 (1) (Guidance on “Leadership” in safety matters for the radioactive waste management should be clearly addressed) • Scope of DS477 for predisposal management of radioactive waste should be clearly specified (3) • Specific guidance on “the role of management and the organizational structure to be used for implementing processes for all safety related activities”(Para. 5.23 of SSR-5) should be developed (4) • 1 clarification (2)

Pakistan : 5 comments on DPP for DS477 • 4 comments related to consistency with GSR Part 2 (1,2,3,5)  Consistency of the requirements and recommendations will be due taken into account as described in DPP for DS477 • Title to change (1) Leadership and Management for Safety in Predisposal and Disposal of Radioactive Waste … to be discussed • 1 comment to section title (4)

  13. USA: 7 comments on DPP for DS477 • 4 comments related to consistency with GSR Part 2 (4-7)  Consistency of the requirements and recommendations will be due taken into account • 3 Comments for clarification (1-3) Title: Management System or Management Systems?

Feedback from Safety Standard Committees Title of DS477 1) The Management System for the Predisposal and Disposal of Radioactive Waste 2) Leadership and Management for Safety in Predisposal and Disposal of Radioactive Waste • WASSC decided to keep the title 1) in order to emphasize on Management System Document structure will be the same with DS456
