Secretary of Navy • Participated in US-Spanish war • Led the “Rough Riders” • Became President after McKinley was assassinated in 1901

Created a Modern Presidency • Being active in outdoor activities • Active involvement with media • Believed in Federal Responsibility for Welfare Programs • President as the Steward of the People • Believed that a president should do everything for popular good if he is not constrained by laws and constitution. • Office of the President as “Bully Pulpit” • He offered “Square Deal”

Roosevelt’s Action about environmental issues • Conservation became a primary issue • National Parks in 1903 • 148 million acres of land was set aside for forest reserves • 1.5 million acres of water power sites • 80 million acres for geological survey • More than 50 wildlife sanctuaries and national parks

Civil Rights issue • Roosevelt failed to support full civil rights for African Americans. • He did support some individual Blacks. • Appointed black head of Charleston Custom House. • He also appointed black postmistress in Mississippi • Progressive indifference to civil rights issue led Du Bois and some Whites to form NAACP in 1909.
