It´spossible. • French side: 1national authority, 1 regional authority. • Spain: 4 regional authorities, 1 national authority. • Cerdanya Cross-Border hospital Private Foundation: “The Foundation was constituted on 4 July 2006 with the participation of the French and Catalan public administration. It is the governing body responsible for monitoring the project of Cerdanya Hospital, the cross-border hospital of Cerdanya and Capcir. The Foundation is a temporary organization until the cross-border cooperation treaty is signed by the French and Spanish governments, at which time the joint inter-administrative body will be created. ”

EGTCsadded-value and challenges. • EGTCs are not made for creating a territoryinto the territory: no new borders! • EGTCsgivevisibility to the cooperation and bring the EU to the citizens. • EGTCsanswer to practical challengesthrough joint investements. • EGTC bringadapted, coordinated and integratedanswersto territorial challenges. • BUT…EGTCs like all cooperationmodelscanfailif: • There is no political support at the local/regionallevel. • If the share of tasks are not respecting the legal capacities of eachlevel of actors. • If the information/communicationactivities are not well-run.
