  2. INTRODUCTION PUBLIC PROCUREMENT REFORMS • Great change in the Public Procurement processes. • Monitoring and Evaluation ensures • A well managed procurement process • Provides useful information • Identifies key weaknesses • PPME Tool used in assessing procurement activities

WHAT IS THE PPME TOOL: • It is a software package • It uses a set of Key Performance Criteria (KPCs) • It facilitates the collection of data • It measures the quality of procurement at the Procurement Entity Level • It shows how the Entity handles the procurement process and contract management.

  4. PPME TOOL - OBJECTIVES • To implement a change process at all levels. • To provide objective information for assessing the conformity of the procurement processes • To evaluate performance of procurement at all levels and make recommendations to improve the procurement process. • To certify the procurement entities within the country.

PPME TOOL - OUTPUTS • A “stand-alone” Assessment Report • Gives the performance of a particular entity using a pre-established criteria • Provides the Management of the PE with recommendation to improve performance. • Comparative Assessment Report • provides managers at all levels with an analytical tool to compare its individual results with the results of a group of PE’s at all levels.

  6. IDENTIFICATION OF CAPACITY DEVELOPMENT NEEDS • lack of adequate qualified personnel to supervise the procurement processes within the Entities.

  7. INSTITUTIONAL SKILLS AND TRAINING NEEDS ASSESSMENT: • Management Consultant has now been engaged to undertake a skills and training needs assessment. Objectives of the project were: • Identify the key players for the implementation of the Public Procurement Act, 2003 (Act 663) • Identify and review the core processes involved in the implementation of the law. • Identify the competencies required for the efficient implementation. • Propose detailed course content for training public officers on the law

INSTITUTIONAL SKILLS AND TRAINING NEEDS ASSESSMENT:-Cont’d • Propose detailed course content for training public officers on the law • Prepare a workable delivery schedule for the short, medium and long-term skills and training needs. • Identify qualified and experienced facilitators within the public and private sector to undergo training of trainer courses. • Identify training facilities for short, medium and long-term. • Identify the logistical requirements, the logistic gaps and proposal for filling the gaps. • Develop proposals for sustaining and institutionalizing the capacity development programme.

DEVELOPMENT OF TRAINING MODULES • To enhance the capacity of all stakeholders. • To develop modules which are fundamental to an enhanced public procurement in the country which covers: • Legal Framework • Structures • Methods • Ethics and Complaints • Thresholds • Tendering • And other major areas.

  10. IMPLEMENTATIONSTRATEGY The challenge for achievement of required capacity is huge and will take at least 12-36 months (short term) hence the need for a good strategy to achieve it. • A Policy paper “Developing Procurement Capacity and Training in the Public Sector” has been formulated.

IMPLEMENTATIONSTRATEGY • Identified 4 target groups and categorized them according to role and needs • Target A – Entity Tender Committee and Tender Review Boards. • Target B – Providers of Goods, Services and Works. • Target C - Independent and National Oversight Institutions, the General Public, Media, NGOs • Target D - The Procurement Practitioners
