Note: PBL – Performance Based Life Cycle Support R&O – Repair & Overhaul LSA/PSA – Logistics/Product Support Analysis In-Service Support Spectrum Flexible approach better fit to “value for money” goal DAOD 3022 Many platform support postures combine elements of different parts of the "support spectrum" resulting in a mixed solution. • How is support concept selected? • Business case approach requires better LSA capabilities over broader set of potential support options. • **How can OmegaPS User Community help resolve this issue?**

  8. What is Institutionalization in an ERP Environment? Point at which ERP support data validates LSA decisions taken. Need to harmonize data requirements for compare-ability. Governance Activities “Overly Optimistic” or “Ad Hoc” Implementation Route skips Definition, but necessary when no other means of implementation exists. Point at which ERP enabled business processes available. Point at which credible implementation advice can be given. “Institutationaliztion” Route includes Definition so “repeatable” process can be taught to future practitioners. Point at which implementation considerations begin. Business analysis and requirements management required to progress any institutionalization process. Point at which “pure” policy can be drafted.

Presentation “Advertisement” Text • The purpose of this presentation is to identify the impacts being considered by ADM(Mat)’s Policy and Procedure team regarding: • Materiel Engineering; and • In-Service Support Contracting Framework (ISSCF). • Specifically, the following two impacts will be discussed with respect to the performance and utility of Logistics Support Analysis (LSA): • Expanding the Spectrum of In-Service Support; and • Systemic use of an Enterprise Resource Planner (ERP). • Waldemar Borys has worked in DND for 32 years, 29 years in uniform as an Aerospace Engineering Officer. He has held positions in CF18 operational and maintenance units, and the CF18 modernization office. Waldy has lectured at RMC in the Mechanical Engineering Department, was the divisional business planner for the Aerospace Equipment Program Management Division and a resource analyst for the Vice Chief of the Defence Staff. He was the MASIS Air Force Team Lead and held positions as the Chief of Staff for both the Afghanistan Public Hearing Support Team and the Directorate of Technical Airworthiness and Engineering Support. He is currently the Section Head responsible for Materiel Engineering Policy and Procedure and the Project Manager of the In-Service Support Concept Framework Institutionalization Project Team. • Waldy has Masters Degrees in both Mechanical Engineering and Business Administration, and is a graduate of the Canadian Forces’ Command and Staff College.
