Analysis of NGMN Requirements REQ 9: LTE Parameter Optimization

This document reviews the NGMN requirements focused on LTE parameter optimization according to 3GPP specifications TS 32.521, 32.522, 32.523, 32.525, TS 32.541, and 32.542. It discusses the completion of load balancing and handover parameter optimization in Release 9, with further developments planned for Release 10 regarding self-optimization management and cell outage compensation. Key relationships between SON policy definitions and existing specifications are highlighted, detailing milestones and expected completion dates to support network optimization tasks.
