  3. Is there a gang problem in your community? If not, what steps should be taken now to prevent such a problem? IF there already is a problem, how do you know it exists? What steps should be taken to deal with it? Problem 7.6

One speaker will make the initial argument (3-5 mins), and the other will offere the rebuttal argument (one or two minutes). Remember that the justices are likely to interrupt with questions.
