  3. What is TOPAS? Operational View: Theater Operational Planning and Assessment Service (TOPAS) is a series of integrated functional web based software service modules which integrate Joint Operational Planning processes within a COCOM, JTF, Brigade, and supporting Components by providing a logical and flexible framework for common understanding and knowledge sharing during each major step in the Joint Operational Planning process. Specifically, TOPAS provides Role Based Planning, Multiple Plans/Tasks /Events Mgmt & Synchronization, CoG Intel Analysis, CDR Decision Support, Strategic/Operational Assessment (with inputs from Tactical), Visualization Dashboard and MS Office Reports & Briefing auto-generation Capabilities. Technical View: TOPAS is a Virtualized Enterprise, 3 Tier, J2EE Web 2.0 application, developed by SAIC and managed by PM BC, US Army.

Program Mission G O A L S • Provide the Joint Force Commander with decision-aiding technologies and software applications that facilitate rapid and effective operational planning, decision-making, execution, and dynamic assessment of Coalition and Joint Operations • Enable a tightly-coupled cooperative common information sharing environment across staff functions to improve the application of Knowledge Management techniques to time-critical Warfighter requirements - readily adaptable to all Combatant Commands TOPAS Requirements • Provide Knowledge Base Capability that : • - Connects Objectives, Actions and Assessments from Tactical thru Strategic level • Links w/ other data sources • Facilitate Joint/Coalition Campaign Planning with Collaborative Screens and Auto-generated Documents and PPT Presentations PLAN DIRECT Decision Superiority ASSESS MONITOR Support Execution of the Plan With Synchronization , Battle Tracking and Decision Support Tools Provide Capability to Dynamically Assess Campaign Success From Start to Finish and Maintain Historical Assessment Data

  14. WORKSPACES – creates a private sandbox where one or more role enabled assessors can create one or many assessments against a given measure at a particular time. The Lead Assessor vets the inputs and PUBLISHes the finished product so all other users (including CDR) with access to the particular plan can view.
