  1. Key Areas of Intervention (Column 1)

  2. Efficient and sustainable increase in food production (NFP 1.1) 1. Agricultural research and extension 2. Use and management of water resources 3. Adequate supply and sustainable use of agricultural inputs 4. Agricultural diversification 5. Agricultural credit

  3. Efficient Food Markets (NFP 1.2) 6. Physical market infrastructure development 7. Agricultural marketing 8. Policy/regulatory environment 9. (Early warning system development – shift to PoA matrix for Objective 2 – Transitory shock management?)

  4. Non-distortionary Foodgrain Market Intervention for Price Stabilization (NFP 1.3) 10. Procurement/producer price support 11. Public stock management/price stabilization

  5. Issues faced in filling-up the PoA Matrix 1) Intervention priorities?: • What should be the reference policy document for agricultural policies? • Agricultural mechanization not considered in NFP but prioritized in APB 2006? • Should NFP PoA consider land use issues? • Crop and non-crop insurance mechanisms (future priority in PRSP but not covered in NFP) • Food Trade policies (regulation versus liberalization?)

  6. Issues faced in filling-up the PoA Matrix 2) MTBFs were made available by MoA, MoFL, MoFDM and LGD but limited scope for discussing NFP priorities viz MTBF provisions, as well as priorities for the long term 3) Imbalances in the level/consistency of information (actions, indicators etc..) 4) Assumptions: most assumptions made in the draft are « generic » - intervention-specific assumptions need to be made in consultation with key partners

  7. => Review of PoA Matrix Objective 1 – ZERO DRAFT
