Issues faced in filling-up the PoA Matrix (NFP 2.1/2.2) • Cross-cutting areas of intervention under Objective 1 and 2, in particular: • Area of intervention 2 « Emergency Food Distribution » cuts across Objective 1 Area of Intervention 11 on « public stock management/price stabilization » • Area of intervention 3 « Support to private food trade and stocks » cross cuts with areas intervention 6 (Physical Market Infrastructure), 8 (Market regulatory environment) and 11 (Public stock management/price stabilization) under Objective 1 => In PoA Matrix (Objective 2) , cross-references have been made to relevant actions suggested under Objective 1

Issues faced in filling-up the PoA Matrix (NFP 2.3) 1) Policy consistency/prioritization • Rural industrialization: priority on agro-based industries or other rural industries? • Subsidized-insurance schemes for rural micro-entrepreneurs? • NFP strategy 2.3.2 (Investment in employment-enhancing technology) – unclear – was not retained as an area of intervention in the draft • NFP strategy 2.3.6 (Macro-policy for broad-based labor intensive growth) is too « broad » - However expansion of social protection to disadvantaged groups could be retained as a specific area of intervention?
