  11. HEALTH Care The aim of health care in Finland is to maintain and improve people's health, wellbeing, work and functional capacity and social security, as well as to reduce health inequalities The system is based on preventive health care and well-run, comprehensive health services.

  12. Primary health care Primary health care • Primary health care is organized by municipalities and is mainly provided by some 160 local health centres. Primary health services include: Consultations with a doctor for people who have become ill and for the treatment of chronic illnesses - patients may be referred to specialists or for further examination
