The “Magnificent Seven” We are continuing the efforts begun in Better Buying Power 1.0 …to achieve greater efficiency and productivity in defense spending… focusing on these seven areas: Achieving Affordable Programs Controlling Product Lifecycle Cost Incentivizing Industry and Government Productivity and Innovation Eliminating Unproductive Processes and Bureaucracy Promoting Effective Competition Improving Services Acquisition Tradecraft Improving the Professionalism of the Total Acquisition Workforce

  3. “Stars to Steer By…” Several fundamental principles underlie BBP 1.0, 2.0, and good acquisition practice in general… • Thinking creatively and innovatively…and encouraging our people to do so…adapting to the unique situations we confront daily • Taking care of our people…ensuring they get the leadership, education and experience to do their current jobs, and maximize their potential • Knowing and applying the acquisition fundamentals…things like insightful industry incentives, early requirements trade-offs, thoughtful contract selection, and solid technical risk management • Improving our process/oversight efficiency…achieving more “value yielded” for “less time spent” These principles have always been valuable…and will increase in value as our acquisition environment becomes more volatile

Last Thoughts… BBP 2.0: • Reemphasizes proven acquisition practices, and is a continuation of the process begun by BBP 1.0 • Identifies acquisition methods and practices that can help us better provide our customers • the capability they need, for • the resources available • Is a living process of vigorous implementation and further refinement • Requires innovative and thoughtful planning and execution • Encourages the acquirer to creatively adapt to the specific circumstances of his/her program
