Kansas Energy Council • Established by the Governor • 35 members • representing oil & gas industry, electric utilities, renewable energy, environmentalists, building and trucking industry, cities and counties, State agencies, Kansas Legislature. • Co-chairs: Ken Frahm and Lt.   3. Kansas Energy Council • Charged with development of comprehensive state energy plan that includes recommendations on long-term energy policy to the Governor, Legislature, and Kansas Corporation Commission. KEC Policy Forums - September 26, 2007

  4. KEC Planning Process • December: Select priorities for coming year and establish committees, if needed. • January – May: Staff works with committees to develop and execute work plan, including preparation of background reports. • June: KEC meets to review preliminary policy options and recommendations. KEC Planning Process • June – July: Staff develops working drafts of potential policy recommendations. • August: KEC reviews and approves, with or without modification, draft policy recommendations for release for public comment. • September – October: KEC receives public comment on plan drafts.   6. KEC Planning Process • October - November: Staff revises plan drafts. • November 16: KEC reviews and modifies revised recommendations. • December 5: KEC reviews final drafts and approves policy recommendations for inclusion in 2008 Kansas Energy Plan. KEC Policy Forums - September 26, 2007

  7. KEC Public Comment • On September 10, 2007, KEC released draft policy recommendations on energy conservation and biofuels. • Also released draft background information on greenhouse gas emissions. KEC Policy Forums - September 26, 2007

  8. Draft Recommendations Requiring Legislative ActionEnergy Conservation and Efficiency 1. Expand weatherization assistance to low-income households. • State of Kansas should provide $2 million in annual funding to expand services provided through the Kansas Weatherization Program (WAP).   9. Draft Recommendations Requiring Legislative ActionEnergy Conservation and Efficiency 2. Provide funding for energy conservation education in the public schools (K-12). • State of Kansas should provide $30,000 in annual funding to the Kansas Association for Conservation and Environmental Education (KACEE) to implement an energy conservation education program in the public schools.   10. Draft Recommendations Requiring Legislative ActionEnergy Conservation and Efficiency 3. Amend law relating to energy efficiency standards for commercial and industrial structures. • K.S.A. 66-1227 adopts IECC as the standard for commercial and industrial structures, but needs to be amended to clarify where it applies and to allow for enforcement.   11. Draft Recommendations Requiring Administrative ActionEnergy Conservation and Efficiency 1. Adopt energy efficiency standards for all new publicly funded structures. • The KS Department of Administration should adopt minimum energy efficiency standards for all new State construction. • Interim Legislative hearings being held to discuss standards for all taxpayer-funded buildings. Expand existing low-interest revolving loan program. • The KS Housing Resources Corporation (KHRC) should redesign KS Energy Efficiency Program (KEEP) to make it more broadly available. • Use Nebraska program as model. • Partner with KEO on promotion. Promote voluntary adoption of residential energy efficiency codes by local units of government. • The KS Energy Office should design a program to support local efforts to develop EE codes and standards. State agencies administering biofuels incentives (Commerce, Revenue, KCC) should conduct internal program reviews of the incentive and credit programs and report findings to the Legislature annually. • Commerce will coordinate report. Draft Topic/Issue DescriptionGreenhouse Gas Emissions • Numerous policies have been discussed at state, national, and international level to reduce GHG emissions. • Leading economists agree that market-based policies—as opposed to non-market mandates and standards—are the most likely way to achieve cost-effective reductions of GHG emissions.
