  2. Pearson 1963-1968 Career as diplomat and soldier Wanted an outward-looking nation with no provincial rivalries. Wanted to establish a more positive relationship with U.S. Universality – education, welfare and healthcare.

  3. Auto-Pact, 1964 Automotive agreement with U.S. Free Trade within auto industry Benefited Canada more than U.S. Reduced production costs and reduced cost to the consumer.

  4. Defense Spending Viewed as wasteful. Ordered a reduction and combining of military branches. Understood that social welfare programs cost more money – need to get it from somewhere.

  5. Social Welfare Programs Equal access regardless of income Student Loan Program (60 % Federal 40% Provincial) Pension Plan – Provinces could establish their own with federal support. Medical Care Act – universal healthcare with more funding to the poorer provinces. Racially-open immigration policy.

  7. Trudeau 1968-79 Charismatic leader that was popular with young Canadians. Continues and built upon many of Pearson’s social welfare policies. Pushed for a bilingual and bicultural Canada. Converted to the metric system.

  8. Troubles Faced pressure from other minority groups in Canada (used the courts to achieve special status). Federal vs. Provincial control over social policies (Quebec wanted complete control).

  9. The October Crisis Violent of Quebec separatism. The Parti Quebecois created the Quebec Liberation Front (FLQ). FLQ lacked the support of most Quebecois. Committed terrorist acts Kidnapped two government officials War Measures Act FLQ discredited by most of Quebec

  10. Trudeau’s Second Term Plagued by inflation and unemployment. “Stagflation” occurs. Wage and price controls. Conservatives gain popularity in the polls and Clark takes over in 1979.
