Background • On 12/01/03, ISO New England issued an RFP for up to 300 MW of new emergency resources for SWCT • These resources were sought to meet reliability criteria for SWCT – i.e., provide reserve to reduce the risk of load shedding • Critical area is 16 “Preferred Towns” and 38 “Other Towns”

Outline of the RFP • Contract period June 1, 2004 through May 31, 2008 • Requested option for ISO to extend the contract term for 1 additional year • Resources Desired: • New or incremental “Quick Start” capacity with 10-minute or 30-minute dispatch • Customer load reduction that meets eligibility for the ISO-NE Load Response Program (LRP) • Emergency generation eligible to participate in the LRP • C&LM projects with permanent load reduction over peak hours

  5. RFP Responses • 34 proposals received • Many proposals offered multiple resource projects • Over 1000 MW of resources offered

  6. RFP Selection Criteria General Objective: Minimize expected costs of technically feasible projects that best improve SWCT’s reliability and satisfy the total need
