  2. SECC : RUN UP TO THIS TRAINING (29TH NOV. – 1ST DEC. 2012) MoRD’s two Resource Persons held one day workshop with 15 districts per day on 16th & 17th November 2012. Participants in this Workshop :- 1. Officials from Districts representing Rural and Urban. Officials from PR Department, H & UD Department, Directorate of Census Operations. Representatives from ECIL and its Service Providers. Outcomes requiring special attention have been identified.

  6. ISSUES Mismatch of EBs between Census, NIC Website and Districts. Enumeration in Un-Inhabited EBs Enumeration of Institutional Households Un-enumerated Households Unusual increase in Population under SECC-2011 against that of Census-2011. Moved Inside the EB (MI) but not Enumerated High percentage of Moved Outside the EB(MO) cases

Very high number of households having a member belonging to Legally Released Bonded Labour(for Rural areas) Primitive Tribal Group (for Rural areas) Manual Scavenger (for Rural areas) Rag Pickers/Beggars as source of income (for both Rural & Urban areas) Invalid Religion & Caste names like General, OBC, Others, etc. for both Rural and Urban areas.

  8. i. Mismatch of EBs Mismatch of EBs between Census, NIC Website and Districts. At Charge Offices, EBs (Rural & Urban) must be recorded as per Census Charge Register. Director, Census Operations is the authority to finalise and freeze the number of EBs.

Enumeration in Un-Inhabited EBs (Enumeration Module) The procedure to be followed by Enumerator during field enumeration of Un-Inhabited (UI) EBs and its uploading in the NIC website has been communicated to all concerned vide PR Department letter no. 9034 dt. 18.05.2012. The step by step procedure to collect data in Tablet PC in respect of UI EBs in both Enumeration & Supervisory round will be presented during this training session. The District wise list of UI EBs provided by Directorate of Census Operations should be collected by the District Nodal Officer (Rural) today.

Enumeration of Institutional Households (Enumeration Module) Examples of Institutional households are boarding houses, mess, hostels, hotels & lodgings, rescue homes, night shelters, jails, old age homes, children homes, orphanages, Working Women’s Hostel, etc. The Charge Officers to refer the Abridged House List(AHL) to identify the Institutional Households and ensure their enumeration. The step by step procedure will be presented during this session.

  12. iv. Un-enumerated Households (Supervisory Module) All households not enumerated by enumerator with or without reasons shall be covered during the Supervisory round. The Supervisory Module will automatically take all the un-enumerated households into the Tablet PC of Supervisor.

  13. v. Unusual increase in Population It has been observed that in some EBs the increase of population during SECC-2011 over NPR (National Population Register) is unusual. District wise population growth rate provided by the Directorate of Census Operations is in the kit. The EB wise difference of population under SECC and NPR is also available in the NIC website. The growth of population may be analysed EB wise and any unusual growth is to be enquired. The above decision has to be taken by the Charge Officer in consultation with the Principal SECC Officer i.e. District Collector. In case unusual population increase/ decrease is not justified then re-enumeration to be taken up.

  15. vi. Moved Inside the EB (MI) but not Enumerated It is observed in some EBs, the persons moved inside EB(MI) but not enumerated is very high. If the number of persons moved inside EB but not enumerated is less than or equal to the number of new members added, then it could be acceptable. (MI ≤ New Member added) If the number of persons moved inside EB but not enumerated is abnormally more than the number of new members added, then there is an error i.e. of not enumerating certain number of population. (MI > New Member added)

  16. vii. High percentage of Moved outside the EB (MO) High percentage of Moved Outside EB(MO) cases could reflect high rate of migration in the District.

  17. VIII.a. High number of Households with Legally Released Bonded Labour (DVM) A Legally Released Bonded Labour is given a Certificate to that effect by District Collector-cum-District Magistrate and Sub-Collector-cum-Su Divisional Magistrate as per Bonded Labour System (Abolition Act 1976). Hence the list of such persons are available in the Office of DRDAs/ Sub-Collectors. In SECC, all households shown a member as Legally Released Bonded Labour are to be chosen through Data View Module Software (Bulk selection Screen-’B’).

  18. viii.b. High number of Households with Primitive Tribal Group (DVM) The list of Households with Primitive Tribal Group are with the PTG Development Agencies. The Special Officer, PTG Development Agencies will help in identifying the PTG Households. Please cross check with the name of the Tribe declared by the Household in side –’A’. The list of PTG names of Odisha and PTG baseline survey report collected from ST/ SC Department are given in the kit.

  19. viii.c. MANUAL SCAVENGER (DVM) SECC Definition:- Manual Scavenger is a person engaged in or employed by an individual or urban local body or any public or private agency, for manually cleaning, carrying or disposing or dealing in any other manner with human excreta in an individual or dry latrine. Following are not Manual Scavenging for SECC Purposes Open defecation Cleaning household latrines Cleaning institutional water sealed/ flush/two pit latrines as a paid job Caste/Community should not be the base for declaring a household or a member as Manual Scavenger.

  20. viii.d.Rag Pickers/Beggars as source of income (DVM) During Correction, the exact Source of Income should be mentioned correctly. The error is on side- ‘A’ of Urban and side – ‘B’ of Rural questionnaire.

  21. ix. Religion & Caste (DVM) The information with respect to name of Caste/Tribe, particularly with Caste/Tribe status code ‘3’ i.e. “Others”, are found to be incomplete. The main type of discrepancies found are Use of generic terms like OBC, SC, ST, BC, OC, General, Other, etc. Use of surnames like Singh, Sharma, Verma, etc. Use of linguistic/community names like Bihari, Bengali, Madrasi, Telugu, Marwari, etc. Repetition of religion name as caste/tribe name also.

  22. Uploading After identifying the errors through DVM all corrections are to be made through Tablet PC in the Supervisory Module. After Completion of Supervisory work, the Charge Officer/ Additional Charge Officer will view the data and ensure all corrections and then sign the Supervisory abstract. After getting the signature of Charge Officer/ Additional Charge Officer on the Supervisory abstract, the Charge Centre Operator will upload the Supervisory file in the NIC Website. For the Supervisory files already uploaded to NIC Website, some may be with error, some without error. a. EBs without error:- Nothing to be done b. EBs with error:- DVM to be used to identify errors Supervisory module to be used to rectify errors Deleting of S-files with errors already uploaded Re-uploading of corrected S-files thereafter

  24. Follow up & Monitoring Charge Level:- Weekly meeting at Charge Level to be taken by Charge Officer and Addl. Charge Officer. Proceeding with Status/ Update (in Prescribed format to be supplied) to be submitted to District Nodal Officer signed by Charge Officer/ Additional Charge Officer. Officials to attend- Supervisors, DEOs, Charge Centre Operators, Special Officer, PTG. District Level:- District Nodal Officer to check & consolidate reports from Charge Centres and mail on every Saturday to secc.odisha@gmail.com . Fortnightly meeting at District level to be conducted by PSO-cum-Collector/ ADSO-cum-PD, DRDA to review quality & progress in district according to decided dateline. Officials to attend- District Nodal Officer, Programme Officer, DRDA, Charge Officer, Additional Charge Officer (Rural & Urban), ECIL District Coordinator, Service Provider Representative and other Technical Persons of ECIL and Service Provider. Any discipancy/ difficulty/ shortfall at any level should be brought to the notice of State SECC Cell by telephone & e-mail to ensure immediate corrective steps.

  25. Follow up & Monitoring Cont.. State Level:- SECC State Monitoring Officer are as follows: Gautam Pattnaik - All Webel Districts Dr. PriyanathPattayat - All Neilsen Districts P.K.Nayak - All Karvy Districts They are part of State SECC Cell and will work closely with Districts to ensure quality of data and progress as per dateline and will report to SECC State Nodal Officer i.e. Director, Special Projects.

  26. Afternoon Session Preparation of Strategy with dateline by each District team including District Training plan. Entry in to Excel format at SIRD (Contact Satya). Presentation by each District team for five minutes to Commissioner-cum-Secretary, PR Department. District Nodal Officer to collect training CD without fail.
