Science & Technology Process :

The Future of Water Using Science & Technology

Dr. JEONG, Sangman

Co-chair of Science & Technology Commission for 7th World Water Forum

Science technology process

  • Background of Science & Technology Process

  • Purpose of Science & Technology Process

  • Major Issues in Water Management

  • Science & Technology Development

  • Discussion Topics for Breakout Session

  • Expected Outcomes

Science technology process

Background of Science & Technology Process

  • Climate change affects the overall water sectors and calls for the development of adaptive science and technology

  • Development of science and technology in water sector should incorporate those advanced outcomes from “out of water box”

  • (e.g. convergence technology of IT, BT, NT)

  • The practical exchange of successful water policy and working knowledge should be fostered to solve the global water challenges

  • Science and Technology Process will provide a platform to discuss creative and innovative ways to combine science and technology with water management

Science technology process

Purpose of Science & Technology Process

  • How water relates science and technology in the 21st century

  • to bridge the gap between developed and developing countries.

  • How to encourage further investment on integrated, sustainable and efficient water resources management.

  • How to share cost effective and highly efficient technology

  • Present a new “smart paradigm” for water management and provide impetus to the development of the water industries

Science technology process

Major Issues in Water Management

  • climate change

  • adaptive water management

  • security of the water supply

  • sustainable development

  • water industry

Science technology process

Climate Change

  • The global mean temperature has increased about 0.6℃ for century

  • Average temperature of Korean peninsula also has risen up to 1.5 ℃ during the last century (1906-2005)

  • Frequency of heavy rainfall increased up to 18%

  • Days of rainfall decreased by 14%

Impact of Climate Change to Water Sector

  • Climate change is the biggest driver for global variance of water resources and increases the complexity and uncertainty of water resources management

Water sector affected by climate change (source: Core Tech 2020, Kwater)

Science technology process

Natural disaster

  • Natural disasters have increased dramatically due to climate change and the frequency and strength also increased.

Protein-energy malnutrition

Hydro-meterological disaster (drought, flood, storm)

Geological disaster (volcano, earthquake)

Land slide

Water bonedisease

Science technology process

Adaptive water management

  • Adaptive water management is wide spread to cope with the uncertainty of water management caused by climate change. (e.g. advanced flood management policy, alternative water resource, secure environmental flow, etc.)

Underground water storage and spillway (Japan)

Thames Barrier (UK)

Science technology process

Security for the water supply

  • The amount of withdrawal and consumption will significantly be increased corresponding to the population growth. (UNESCO)

Science technology process

Sustainable development with an eco-friendly river development

  • Advanced paradigm of development such as sustainable development, smart growth, and new urbanism is widely applied in urban development.

Urban regeneration at Dockland (UK)

Nakdong river basin (Korea)

Science technology process

Water industry

  • Definition of the water industry has broaden water supply, water resources, and the river management.

  • Total solution is necessary to cope with the future climate change

Science technology process

Water Partnership

  • National water partnerships and flagship projects has launched to address the domestic and global water challenges

Science technology process

Science & Technology Development

  • Water resources management

    • adaptive management for climate change

    • Integrated Water Resources Management (IWRM)

    • evaluation of material cycle and water quality

    • smart management using ICT

  • Water supply and sanitation

    • advanced water supply using water grid

    • membrane technology and desalination

    • social technology (e.g. socially useful technology, alternative technology, appropriate technology)

    • convergence of technology (e.g. IT, BT, NT)

Science technology process

Core Groups in ST Process (tentative)

  • (1) Highly advanced science & technology

    • policy issues of science and technology reflecting global trend (e.g. climate change, SDGs, green growth, water-energy-food nexus, etc.)

    • smart water management based on advanced technology (e.g. ICT, NT, BT, etc.)

    • (2) Appropriate technology

      • development history on science & technology policy

      • appropriate technology in regional aspect to address its particular water challenges

Science technology process

Core Groups in ST Process (tentative)

  • (3) Best practice

    • successful application cases of science and technology in water field

    • international aid to promote technology development (e.g. technology and financial assistance, capacity building, etc.)

Science technology process

Discussion Topics for the Breakout Session

  • What are the expected output or outcome of Science & Technology process?

  • What would be a sensible agenda or problem areas for your country or organization’s interest?

Science technology process
