  • The standard of coordinated, strategic, science-based management applied to habitat and population management has yet to be applied to waterfowl public engagement.

  • We continue to manage habitats and populations based on untested assumptions regarding the desires and expectations of stakeholders or the public.

  • The last significant expenditure to incorporate HD into waterfowl management was 7 years ago when the flyways conducted the National Duck Hunter Survey
