  1. Human Dimensions Working Groupflyway and joint Venture update Viewing Hunting July, 2013 Conservation Public Support

  2. NAWMP Goal 3: Growing numbers of waterfowl hunters, other conservationists and citizens who enjoy and actively support waterfowl and wetlands conservation. A New Vision of Waterfowl Management.......................................16 Relevancy: Strengthening the Emotional and Pragmatic Ties to Waterfowl and Wetlands A Growing and Supportive Core of Waterfowl Hunters An Engaged Conservation Community Inspired by Waterfowl and Wetlands A Supportive Public Productive Collaborations

  3. Current status of public engagement and use of human dimensions • The standard of coordinated, strategic, science-based management applied to habitat and population management has yet to be applied to waterfowl public engagement. • We continue to manage habitats and populations based on untested assumptions regarding the desires and expectations of stakeholders or the public. • The last significant expenditure to incorporate HD into waterfowl management was 7 years ago when the flyways conducted the National Duck Hunter Survey

  4. Increasing capacity to include Human dimensions • Invite HD experts to the table • Convene working group to initiate discussions • Finalize Terms of Reference • Develop short-term work plan with budget

  5. Invite HD Experts and Convene working group Present, but missing from the photo: David Goad and Natalie Sexton.

  6. Finalize Terms of Reference • Terms of Reference have continued to evolve over two years. • Looking for endorsement of the current version of Terms of Reference

  7. Terms of Reference revisions • New emphasis on strategic guidance as suggested by PC • New emphasis on adaptive framework as suggested by the NAWMP Committee • A simplified organizational structure that includes a single working group with a leadership team • A smaller group size (~20 members)

  8. Increasing capacity to include Human dimensions  • Invite HD experts to the table • Convene first meeting • Revise Terms of Reference • Identify work plan items and associated budget  

  9. potential HDWG Work Objectives • Identify stakeholder preferences regarding population, habitat, and people objectives and management actions. • Provide science support to develop a Public Engagement Strategy that links objectives, models, management actions, and monitoring. • Utilize an adaptive approach to incorporate HD into conservation delivery.

  10. potential HDWG Work Objectives • Identify stakeholder preferences • Identify assumptions • Conduct survey • Inform objective setting process and implementation of management actions • Public Engagement Strategy • Shared framework of understanding • Assessment (POS Analysis) • Objectives • Management Actions • Monitoring • Conservation Delivery • Initial training to familiarize Joint Ventures with HD • Review of past case studies • Introductory workshops with Joint Ventures • Conduct one case study in each flyway of adaptively implementing conservation delivery

  11. Potential First Steps

  14. Increasing capacity to include Human dimensions  • Invite HD experts to the table • Convene first meeting • Revise Terms of Reference • Identify work plan items and associated budget  

  15. Flyway/Joint venture input regarding funding • What are reasonable expectations for partners to contribute to increase capacity for incorporating human dimensions into waterfowl management? • What role should Flyways, Joint Ventures, USFWS, and CWS play in funding HDWG efforts? • How much is realistic to expect individual states to contribute? • $1,000 • $3,000 • $5,000 • $7,000 • $10,000

  16. Flyway/Joint venture input regarding funding • What would budget allocation look like? • Should all partners contribute equally? • Should cost be weighted according to potential benefits received? • What is a reasonable timeline to expect funding?

  17. Next steps • Present finalized work plan with associated budget • Continue to collaborate with the NAWMP IIC to insure integration of HDWG, NSST, and HMWG activities
