  1. Update on the National Joint Working Group PRESENTATION TO PORTFOLIO COMMITTEE ON TRANSPORT 09 MARCH 2010

  2. The Minister of Transport met with the South African national Taxi Council on the 11th June 2009. The purpose of the meeting was to attend to the concerns of the taxi industry with regard to BRT. The meeting agreed on a structure that will deal with all the issues raised by the taxi industry. Civil Society represented within this structure. The structure would be called the National Joint Working Group (NJWG). Background 1

  3. On the 25th June 2009 the Dept. met with all heads of PT from provinces and cities. The meeting agreed on a proposed structure and representatives credentials in the NJWG. NJWG to be a decision making body constituted by heads of PT and subcommittees to deal with issues raised by the taxi industry relating to: BRT, Enterprise Development, Taxi Subsidies and TRP, Regulation, licensing and Enforcement, Communication and Stakeholder Management Progress To Date 2

  4. The second meeting was held on the 14th July 2009 to finalize terms of reference for NJWG subcommittees. Terms of Reference developed to guide each sub committee Terms of Reference 3

  5. finalize the legalization of semi-legal taxi operators. Draft a framework and implementation plan for the taxi industry Develop a fare and tariff policy Develop ownership models Consult various stakeholders on the implementation of the regulatory framework And amongst others engage national treasury on the proposed subsidy framework TRP AND TAXI SUBSIDIES 4

  6. Finalize the National Framework that will guide authorities implementing Integrated Rapid Public Transport Networks (IRPTNs) of which Bus Rapid Transit systems (BRTs) are one component. Co-ordinate implementation issues related to BRTs. Regularly monitor BRT progress across the three spheres of Government. Agree on a National Framework to guide the inclusion of incumbent operators and workers into BRT systems. BRT/IRPTN 5

  7. Identify and suggests viable B-BBEE opportunities in the Transport Sector Devise strategies to increase investment in existing entities. Design a model for the corporatization of the industry Liaise with financial institution on funding models appropriate for the sector Advise the national forum on the best possible enterprise development model Identify training needs pertinent to the industry Research empowerment models, cooperatives models and the legal framework.   8. Develop a strategic framework for the implementation of the Turnaround Strategy for Operating License Boards as adopted by Cabinet. Identify critical and strategic issues affecting issuance of Operating Licenses Develop a strategic framework for the implementation of the National Land Transport Act Legislation, Licensing, Regulation and Enforcement 6

  9. To develop a strategic framework for communication of progress by the sub-committees. To identify critical strategic and technical questions for communication purposes To identify and recommend communication and stakeholder engagement strategies, tools, and approaches To create a platform for engagement between the national working group and the stakeholders and communities. To mobilize support for IRPTN policy from the affected stakeholders and from the general public. Communication &Stakeholder Engagement 7

  10. Numerous meeting between government and the taxi industry were held. Parties agreed to bring on board members of civil society and to develop an MOA. The aim of the MOA was to guide the all activities of the NJWG The MOA was signed by three parties to the agreement with the exception of provincial Members of the Executive Councils (MECs) Meetings with the Taxi Industry 8

  11. OUTSTANDING REPRESENTATION LIST – There is a delay in finalizing SANTACO’s credentials and reasons cited are that SANTACO is still busy with elections and will endeavor to finalize the list. FUNDING OF THE NJWG – there is a likelihood that the funding of the NJWG by DoT will not be sustainable in the long run. DoT to try and align all activities of NJWG with the MTEF Challenges 9
