  4. What we want to do • Maximize employment opportunities for the poor and disadvantaged • Create value-added for employers so they create jobs and pay higher wages • Utilize workforce strategies to attract start-ups and expansions

  5. How we want to do this • Reducing net unemployment • Doing what employers cannot do for themselves • Producing high return on investment
