Numbering plan for IP-Telephony • The Study Group has recommended that IP-Telephony be categorized to 2 type of services. • High Quality IP-Telephony  :Number assigned as fixed hone =strongly regulated ( +81ABCDEFGHJ ) • Not High Quality IP-Telephony :New Category Services “IP-Phone” ( +8150CDEFGHJ ) • Telecom Business Law, revised by the government in July 2003, repealed the telecom carriers’ categories(Type1,Type2) for market de-regulation. • “Rules for Telecommunications Number” is now under development to be revised, to suit the repeal (indicated above)

Requirement for Fixed Phone Numbers assignment (applied to High Quality IP-Telephony) Requirement 1: That the operator install switching facilities which accommodate and identify access lines for fixed phone Requirement 2: That the facilities providing fixed phone service maintain technical standard compatibility and that stability be guaranteed for providing service (quality of voice, connection establishment and stability, etc) Requirement 3: That, especially onto fixed phone service facilitating IP technologies, technical action and/or other action be taken to deter using a geographic telephone number at the numbering area other than where the telephone number is assigned Requirement 4: That consumer demand be forecasted at the appropriate level for every local exchange number requested, and that service be certainly provided as planned Translated from the final report of the Study Group on Telecommunications Number FY2002 (issued in Sept 2003)
