  2. Introduction • The objectives of Seaport Performance Management & Operations Studies are generally twofold : (1.) To identify the strengths and weaknesses of the current port management and operations. (2.) To Identify opportunities for performance improvement of port management and operations. • As a former Port Director with over 25 years of maritime experience, Charles Towsley, President, Maritime Directions Management Corp. is uniquely qualified to assist Business Performance Consulting in pursuing and undertaking these studies.

Topics of Discussion • Port Performance Management and Operations Studies are grouped into the following Eight Categories: • MISSION & SCOPE • Organization Structure & Reporting Relationships • Activities, Roles & Responsibilities • Staffing Levels & Compensation • Business Processes & Workflows • Costs & Service Levels • Communications • Performance Measurement & Management Reporting

Port Performance Overview The following activities and analysis are undertaken during the studies: • Interviews with Port Commissioners, Port Director, and all senior port management staff • Formal and informal interviews and follow-up discussions with many additional port employees • Review previous studies and surveys (internal and external to port) • Profile port financial and operating performance, including the development of comparisons to other ports • Perform a high-level review of cargo trends • Develop comprehensive organizational charts and distribution of functional responsibility

Port Performance (continued) • Evaluate departmental cost and staffing trends • Evaluate organization efficiency and span of control • Complete a confidential employee perception survey • Profile port productivity based on workload and staffing statistics • Develop purchasing process workflow diagrams • Undertake external interviews • Develop and present Conclusions and Recommendations with regard to port management and operations Review Draft findings with port management and Commissioners, as required, and provide Final Report & deliverables
