Introduction Digital Society SA [National e-Strategy] & e-Government Strategy and Roadmap • National e-Strategy and e-Government Strategy and Roadmap were developed as mandated by the Electronic Communications and Transactions Act No25 of 2002, the National Development Plan as well as the National Integrated ICT Policy White Paper. • The National e-Strategy and e-Government Strategy and Roadmap were presented at the Economic Sectors, Employment and Infrastructure Development (ESEID) Cabinet Committee on 25 October 2017, ESEID Cluster on 11 October 2017, which were preceded by the public consultation process that commenced on 07 May 2017 and successfully concluded on 09 June 2017. • The National e-Strategy and e-Government Strategy and Roadmap were approved by Cabinet on 01 November 2017, respectively. Alignment with Current Policies • National Development Plan affirmsthat ‘a single cohesive National e-Strategy is essential to ensure the diffusion of ICTs in all areas of society and the economy’. • The National e-Strategy is aligned with various policies within the ICT and related sectors such as: • National Integrated ICT Policy White Paper • ICT RDI Roadmap • Industry Policy Action Plan (IPAP) Building a better life for all through an enabling and sustainable world class information and communication technologies environment.

Purpose & Aim of the e-Strategies • The purpose of developing the National e-Strategy is to articulate the vision for the development of an inclusive information society and knowledge economy for the country that is based on the needs of the citizens, business and public sector. • Provide a well-coordinated and integrated roadmap that will guide all ICT initiatives by Government and Private sector. • The National e-Strategy must be viewed as an overarching framework, with a common agenda that directs and guide all ICT interventions. • Aims to transform South Africa into a full digital society via diffusion, uptake and usage of ICTs by the whole society. • Enables South Africa’s transition to the 4th Industrial Revolution. • Set out a framework for the establishment of the Digital Transformation Committee and 4th Industrial Revolution Commission. • The National e-Strategy provides a high level strategic direction on using ICTs in the development of the Digital Society and transforming to the Digital industrial revolution.   17. KEY STRATEGY RECOMMENDATIONS • A programme approach guided by a common visionand strategy needs to be adopted for implementation of e-Government across all levels of government. This approach will enable cost savings in terms of sharing the core and support infrastructure, enable interoperability through standards, etc.; • Need for a central structure to be established aimed at driving the whole of government approach towards digitizing of government services (Inter-Ministerial Digital Transformation Committee); • Establish legal and regulatory framework that supports the adoption and implementation of e-Government; • Development of an e-Government Central Portal; • Funding: implementation of this Strategy will require additional funding for transversal programmes. An e-Government Investment Framework is to be developed in consultation with National Treasury; • DTPS in collaboration with SITA and the Inter-Ministerial Digital Transformation Committee shall formulate plans for the required e-Government infrastructure and the delivery of e-Services to realize an inter-operable government; • The DTPS will work with StatsSA to establish mechanisms to track the impact of interventions adopted; and • DTPS and DPSA to champion the coordination of e-Government programmes and in collaboration with respective departments to raise public awareness of e-Services to increase the take-up. Confidential IMPLEMENTATION APPROACH SITA as the e-Government strategy technical executor has developed a business model that seeks to address how e-Services will be planned, build, and test and deployed or acquired from the market. • In-house development of e-Services – SITA through its organisational restructuring and market positioning strategy has formed a department that is solely focused on applications development in which there is a dedicated section that is executing e-Government services. The formation of applications development resulted from dramatic growth and transformation of ICT industry globally and locally. • The aim is also to retain software development lifecycle skillsets within the company and equip employees. • SITA has capacitated the regional offices to have their own Applications Development units, allowing for Provincial demand (including demand from the respective municipalities) to be addressed by the capacity in the SITA regional offices, instead of directing the entire demand to the SITA head office Building a better life for all through an enabling and sustainable world class information and communication technologies environment.

Confidential IMPLEMENTATION APPROACH (CONT..) • Innovation and Creativity • SITA has embarked on a journey to encourage and identify innovation and creativity through initiatives such as Hackathons and Rapid Application development. These initiatives are part of the SITA culture and have been adopted in order to fast-track delivery of software solutions. The main participants of these initiatives include learners, employees, SMMEs, citizens and other. SITA has developed an Ideation Centre Portal that allows participants to submit their innovative ideas that are targeted to solve socio-economic problems. Confidential IMPLEMENTATION APPROACH (CONT..) • Partner Delivery • SITA has partnered with Innovation Hub, CSIR, YouthLab, GirlCode, Universities and envisage obtaining more partnerships with other Government institutions such as institutions of higher learning for sharing of skills, solutions and expertise. • Establishment of Tender 1563 for a pool of industry players specialising in Applications Development with the aim of enabling quicker and easier access to technical capacity and to augment SITA applications development team. • Through this tendering engagement model SITA aims to encouraging SMME economic inclusion • Encouraging localisation for provincial economic stimulation (appointing service providers within the province for demand emanating from the same province) Building a better life for all through an enabling and sustainable world class information and communication technologies environment.

Confidential IMPLEMENTATION APPROACH (CONT..) • SITA owns IP • SITA aims to own the Intellectual Property of software solutions on behalf of government for e-Services acquired from 3rd party suppliers where necessary. This is to prevent vendor lock-in and dependence on vendor products that may create barriers to market for other vendors and results in unfair monopolies. • To acquire other e-Government enabling software solutions from 3rd party vendors, SITA has adopted an agile procurement approach by introducing g-Commerce solution: • The g-Commerce solution is a fully integrated source-to-pay solution that is aimed at modernising and automating procurement functions within Government departments and other organs of State. • SITA with the Department of National Treasury, SITA has developed standard business processes for procurement in Government and configured the g-Commerce solution to be a fully integrated and automated source-to-pay solution configured for Government procurement. • The g-Commerce platform provides an e-catalogue portal for transversal contracts to improve efficiency, reduce long turnaround times and leverage economies of scale.
