Overview • Rules of Engagement • Unclassified; based on San Remo Manual • ROE Serial 001 - Active at Start of Tactical Phase (Freeplay) • Authorizes use of force against Armed Resistance Movement (ARM) in Griffon and Yolo • Does notauthorize use of force against Orion forces • Right of self-defense always applies • ROE Serial 002 - Additional Offensive Measures (Not Yet Active) • If deterrence fails with respect to Orion, upon order: • CCTF will authorize use of force against Orion military forces

RIMPAC ROE Procedures • ROE Serial 001 in effect • Posted on CMFP and APAN • Upon order, ROE Serial 002 will be put into effect • Notified by signal/message; posted on CMFP • ROE Supplemental Requests • San Remo ROE Handbook procedure (ROEREQ msg) • ROE requests staffed through component commander • CCTF approval required • ROE National Limitations • Matrix that will display each participant nations limitations to allow for efficient force employment

RIMPAC Mission Areas and ROE • Counter Piracy • Counter Piracy EXORD • Humanitarian Assistance Disaster Relief • ROE Serial 001 – provides limited ROE for HADR personnel • Armed Conflict – Armed Resistance Movement • ROE Serial 001 has declared ARM hostile • Special Warfare, Mine Warfare & Amphibious/Land operations • Armed Conflict – Orion • ROE Serial 001 – self defense only, not declared hostile • ROE Serial 002 – when deterrence fails, Orion will be declared hostile

  5. Armed Conflict - Armed Resistance Movement • ROE Ser001 in place – already declares ARM hostile • ARM can be attacked if found in Griffon or Yolo • At tactical phase (freeplay), amphibious forces will land on Griffon to combat ARM element

  6. Armed Conflict - Orion • ROE Ser 001 active at beginning of tactical phase (freeplay) • Orion is not yet considered hostile, self-defense only • UN sanctions are in place; ROE authorizes maritime interception operations to intercept vessels illegally supplying Orion • If deterrence fails, CCTF will order the use of force – transition to ROE Ser 002 • ROE Ser 002 declares Orion forces hostile and attacks against Orion commence
