CAUSALITY ANALYSIS • Based on your experience, select a problem that represents a major non-realization of a human right. • Define its manifestation (e.g., inadequate housing, lack of water, unlawful evacuation, etc.) • Develop a conceptual framework of causality, identifying the key immediate, underlying and basic/structural causes

  4. CAUSALITY ANALYSIS • Identify the key actors, who are likely to enter into the roles of claim-holders and duty-bearers • Select the 4-5 most important actors. • Regard each of these as potential claim-holders and duty-bearers.

  5. PATTERN ANALYSIS • Prepare a claim-holder/duty-bearer matrix with the 4-5 actors 2. Select the elements/boxes in the matrix that represent the most important claim/duty relationships (A to B and B to A)

  10. CAPACITY GAP ANALYSIS • Analyse only the two selected claim/duty relationships (selected from the Pattern Analysis) 2. Identify 2-3 capacity gaps of the claim-holder and 2-3 capacity gaps of the duty-bearer for the first claim/duty relationship and enter into Table 1A and Table 1B respectively a

  13. CAPACITY GAP ANALYSIS 3 In entering the Capacity Gaps in Tables 1A and 1B select the category (Responsibility, Authority etc.) that seems best reflecting the nature of the gap. 4. DO NOT TRY TO FILL IN A GAP FOR EACH CATEGORY – Sometimes the gaps represent one and the same Category!

  14. CAPACITY GAP ANALYSIS 5. Identify 2-3 capacity gaps of the claim-holder and 2-3 capacity gaps of the duty-bearer for the second claim/duty relationship and enter into Table 2A and 2B.

KEY INTERVENTIONS • Identify the most important interventions to reduce or close the capacity gaps of the claim-holder to claim the right and the most important interventions to reduce or close the capacity gap of the duty-bearer to meet the duty. for the two claim/duty relationships • Enter these interventions into the second column of Tables 1A and 1B, 2A and 2B.

  18. KEY INTERVENTIONS It might be easier to fill in the key intervention immediately after each of the capacity gap has been identified in Table 1A, 1B and Tables 2A and 2B!
