  3. Personnel in the field • PRT-Command Group Model • If > N agencies, DOS takes the lead • Civilian Advisors in military C2 • Brigade, Division, Corps • Military LNOs in USAID & State C2 • Provide critical information related to military activities to Ambassador, Mission Director & key staff

  4. Resources • Stability Ops fund • Special Appropriations Committee • AID, State & DOD all have access • Non Withstanding Authority • No earmarks • Tactical Level Approvals “Danish Model” • < $10K-DOD Plans & Approves, USAID input • > $10K-DOD or USAID plans, USAID Approves • Staff to manage the fund • Contracts Specialists • Experts for monitoring and evaluation

  5. Policy Level • NSC position for each stability operation (S/CRS can’t referee) • Clarify responsibilities and adjust organizations to execute the tasks successfully • DOD-military or aid? • USAID-stability ops? • DOS-diplomat or political analyst? • USDA, DOE, HHS-directly implement or outsource? • Intelligence-with the 3Ds or not?
