  2. National DOQ Program Background: • Development of technology in early 1990’s • NDOP Steering Committee established • Program inception to first time coverage in less than 10 years • FY 1993-2002: $190 million ASPRS 2005 Annual Conference

  3. So, what worked?: • Cooperative funded program • Working with industry on developing and introducing new technology • Using qualifications-based selection to contract majority of production work to the private sector • Once-over uniform national coverage ASPRS 2005 Annual Conference

  4. And , what didn’t?: • Tone matching • DEMs derived from other sources • County CD products with tiled DOQs • Providing State Plane Coordinate data to State partners • Establishing long-term plans with State and Federal partners ASPRS 2005 Annual Conference

Now, what’s different?: • Wide acceptance of DOQs throughout mapping community • USGS has more to do with less money • NDOP agencies have diverged with their own requirements, funding, and contracts • Many State programs have been established • Need for higher-resolution by both State and Federal partners • One size does not fit all ASPRS 2005 Annual Conference

  7. National Orthoimage Program Plan: • Outlines all elements of USGS program • Estimates annual funding level required • Outlines long-range acquisition and partnership strategy • Continuously revised to be integrated with partner plans and available resources ASPRS 2005 Annual Conference

ASPRS NextGen Study: • Vision for orthoimagery technologies over the next 10 years • Describe how future technologies might impact Federal and State programs • Technology-based recommendations to aid the development of strategies and policies • Team formed and will conduct interviews • Final report to USGS in September 2005 ASPRS 2005 Annual Conference

Incentives for Orthoimagery Partnership • Cost-share up to 50% of acquisition • In-field liaison communication • Offer airborne and satellite contract services and • Contribute to State/local contracts • Offer quality assurance services • Offer archive and hosting services and • Contribute to State/local archive and hosting services • Investigate emerging technologies ASPRS 2005 Annual Conference

Orthoimagery acquisition strategy: • Acquire cyclic orthoimagery through partnerships • 133 Urban Areas • States • 11 Western States – leaf-on (FSA/NAIP) • Eastern States - leaf-off, option for NAIP • States with high/multi-resolution programs • Provide access to orthoimagery through the NSDI • Available in The National Map • Accessible through Geospatial One-Stop • States encouraged to serve data via WMS ASPRS 2005 Annual Conference
