  7. ISSUES • Problem in promotion of Oilseed, Pulses and Maize program after excluding Uttaranchal from ISOPOM. Subsidy being reduced from 50 % to 25 % by switching over to Macromode. No provision for additional allotment under Macromode. • APEDA’s export list should include more varieties of locally grown rice besides 11 included varieties. Extensive R&D efforts is required for development of export quality high yielding, disease & insect-pest resistant varieties of basmati. • KVKs need to be developed as “Centres of Excellence”.

  8. Development of location specific packages of agronomic practices in organic farming based on local agro biodiversity, climatic regime and sustainability is needed. • R & D is required to enhance shelf life of bio-pesticides and bio-agents. • Organic farming inputs need to be standardized and validated. • Subsidy is required for certification of organic produce as well as for providing organic farming inputs like microbial inocula and bio-pesticides. • NATP-II programme need to be initiated in Uttaranchal. • Light weight power tillers need to be developed for reduction of drudgery of hill women.

STRATEGIES FOR RABI 2004 • Farmers Trainings/ Goshtis at state to Nyay Panchayat level. • 50% increase in KCC distribution targets and revision of scales of financing to achieve 30 % increase in agricultural loan disbursements. • More emphasis on balanced use of fertilizers based on soil analysis. • Technical crop demonstration and organization of farmers’ field days. • More emphasis on IPNM and IPM. • Promotion of composting, green manuring, micro-nutrients and bio-fertilizers.

  11. MISSION AND VISION OF ORGANIC FARMING Mountain districts to become model organic districts bringing about income generation, credits, increase in value addition and consequent upliftment from subsistence to sustainability.

Establishment of Center of Excellence for Organic Farming at Dhakrani Agriculture Farm, Dehradun. • All govt. agriculture farms in the hill area converted into organic seed farms. • A residential training center on Organic Farming is being established at Majhkali Training Center, Ranikhet, Almora

Going Organic Agenda of Uttaranchal for 2004-2007 • Standardization and validation of Inputs, Technologies and Package of Practices. • To expand organic activities through voluntary sector. • Promotion of Organic protocol in other sectors too like Horticulture, Dairy, MAP, Forest Products etc. • Installation of ICS (Internal Control System) in all villages. • To help in market access and food supply chain. • To increase awareness about organic farming not only in farmers but also in consumers.

Preparation of entrepreneurship within voluntary sector under Biovillage Programme for value addition and marketing. 10. Building a Brand Equity for Uttaranchal products (Uttara). • Standardizing the production and certification system. • Uttaranchal seed certification and Organic produce certification agency has got accreditation from DNV (DET NORKSE VERITAS) Netherland and FAO recognized body. • Establishment of vermiculture center in all 95 block. • Linkage of bio-villages with eco-tourism.

Agro-Climatic Planning and Information Bank • For optimal utilization of available natural resources and for taking up preventive and curative measures for checking land erosion and soil degradation. • Three districts- Pauri, Hardwar and Champavat representing the Garhwal hills, Plains and Kumaun hills regions respectively have been taken in the pilot phase. • Project Implementation agency- Department of Agriculture in collaboration with IIT, Roorkee; IIRS, Dehradun • Remote sensing (IRS P6 Liss IV, 5.8m resolution,1:10000 scale, mss data) and Geomatics Technologies will be used in addition to sample field surveys to collect, collate and interpret spatial and non-spatial data.

  20. Continued… • APIB will be used for determining and prescribing location specific packages of practices. Concepts and practices regarding in situ conservation of agro bio-diversity and Indigenous Traditional Knowledge will be integrated into the same. • Immediate Benefits that will accrue- 1. Promotion of Contract Farming in off season vegetables, fruits and organic crops in about 20000 ha. in Pauri. Promotion of Bio-Fuel Plantations in 30000 ha. in Pauri. 2. Development of Fisheries/Aquaculture in about 1000 ha. In Hardwar. 3. Promotion of Organic Farming of diverse foodgrains/ spices crops, organic seed farming in Champavat. 4. Preparation of Major Soil and Water Conservation Project for submission to Asian Development Bank.
