What is Co-enrollment Co-enrollment under the federal definition means enrollment in more than one core WIOA program. • California Concept: STRATEGIC Co-Enrollment • Enrolling individuals in the right mix of programs that makes sense to ensure the best outcomes. • Enhance partnerships • Share case management • Leverage resources • Improve participant experience and outcomes 3

  4. Strategic Co-enrollment Why co-enrollment? WIOA places a strong emphasis on planning and implementation across multiple partner programs to ensure alignment in service delivery. One key goal is to develop effective partnerships across WIOA programs and other workforce providers, including community-based organizations to provide individuals the employment, education, and training services they need. Strategic co-enrollment is of particular importance to better serve Californians who face numerous barriers to education and employment training. 4

  5. Strategic Co-enrollment Through the use of strategic co-enrollment the State can: • Increase program and participant success • Maximize resources • Enable greater efficiencies in service delivery • Better align services with regional sector pathways 5

Common Challenges: Program & Service Delivery • Confidentiality • Case management system commonalities • Customer feedback • Referral follow-up • Communication across agencies, service providers (referrals, access to appropriate services) • Deliberate Co-enrollment (meet customer needs) as opposed to de facto co-enrollment 6

How We Accomplish Strategic Co-enrollment • Joint Guidance on Co-enrollment moved through the CA Workforce Development Board and adopted by WIOA programs and other key partners • Coordinated Technical Assistance Strategy, material development to support implementation and repository for materials • Employer engagement and Career Pathways Strategy • Data Infrastructure enhancements and coordination 7

  8. Information Notice re Co-Enrollment • Goal: • Signal to the field that guidance is forthcoming • Encourage the field to use strategic Co-enrollment as a WIOA strategy • Start laying the groundwork to enhance the partnerships to co-enroll (this is already happening informally in many areas) 8

  9. Joint Co-enrollment Guidance • NOT mandatory • Strategic in nature, where it makes sense • Centered around the needs of participant • Across all WIOA programs and other key partners (i.e. Social Service Programs) • Helps accomplish alignment across programs 9

Technical Assistance Strategy and Material • Coordinated effort across programs • Development of materials to “roll out” and help in the implementation • “Socializing the guidance” by incorporating technical assistance and field conversations through existing conferences, convening's, etc. 10

Employer Engagement & Career Pathways • Ensuring we understand the employer services offered across all programs • Ensuring we leverage our strengths and provide the best mix of services that are needed by employers • Leverage partnerships to support pipeline from training to employment and on the job training experiences 11

Data Infrastructure Enhancements & Coordination • Working towards facilitating universal intake and joint case management • Focused on front end first to enhance customer experience, with a focus of alignment of programs • Address confidentiality and data integrity concerns • Develop materials that describe what the various systems currently capture and what reports can be produced • Piloting shared solutions and elevating “what works” 12
