  2. Strategic Planning Is the set of actions and decisions made by management that lead to the development of specific strategies designed to help our department to achieve its goals and objectives

  3. Strategy:a comprehensive plan for accomplishing our department goals. Strategic Management: a comprehensive and ongoing management process aimed at formulating and implementing effective strategies; it is a way of approaching opportunities and challenges

  4. Strategic goals are set by fire chief/deputy chief • Tactical goals are set by chief officers • Operational goals are set by station captains

  5. A strategic plan outlines decisions of resource allocation, priorities and action steps necessary to reach strategic goals • A tactical plan aims at achieving tactical goals and implementing parts of a strategic plan • An operational plan focuses on carrying out tactical plans to achieve operational goals

  6. Strategy Effective strategies are used to align our organization with its environment to achieve major organizational goals

  7. Strategy Formulation and Implementation • Deliberate Strategy: a plan of action that an organization chooses and implements to support its mission and goals • Emerging Strategy: a pattern of action that develops over time in the absence of missions and goals, or despite missions and goals
