Lead Study Group concept (Resolution 1) • A study group may be designated by WTSA or TSAG as the lead study group for ITU‑T studies forming a defined programme of work involving a number of study groups. This lead study group is • responsible for the study of the appropriate core Questions • has the responsibility, in consultation with all relevant bodies, to define and maintain the overall framework and prioritize the studies to be carried out by the study groups, and • has to ensure the preparation of consistent, complete and timely Recommendations. • shall inform TSAG on the progress of the work.

ITU-T’s Focus Group concept(Recommendation A.7) Goal: • To help advance the work of the ITU-T Study Groups • Encourage participation of non-members / members of other organizations (forums) / experts / individuals • Organizational freedom to establish its own rules • can keep own brand name and at the same time benefit from ITU’s branding, have its own deliverables

Joint coordination activity(JCA)(1/2)(Recommendation A.1) • Tool for management of the work programme of ITU-T when there is a need to address a broad subject covering the area of competence of more than one study group. A JCA may help to coordinate the planned work effort in terms of subject matter, time-frames for meetings, collocated meetings where necessary and publication goals.

Joint coordination activity(JCA) (2/2)(Recommendation A.1) • Work continues to be conducted by the relevant study groups and the results are subject to the normal approval processes within each study group. • A JCA may propose the establishment of a Global Standards Initiative (GSI) in its area of work. • Examples: JCA-ICT&CC, JCA-Mgt, JCA-IPTV, JCA-CIT, JCA-HN, etc.

  16. Global standards initiative(GSI) • Not a working entity but a name for the package of work being conducted through collocated meetings of the involved study groups and rapporteur groups under the umbrella of a coordinated work plan managed by the JCA. • IdM-GSI, NGN-GSI, IPTV-GSI, JCA-AHF

  18. Study Group 2 Regional Group for the Arab region (1/2) • The SG2 RG - ARB was established by Study Group 2 at its 3-11 May 2006 meeting.

Study Group 2 Regional Group for the Arab region (2/2) The objective of the Regional Group is • to facilitate the involvement of Developing Countries (DC) in SG2 standardization activities, • reflection of DC needs and requirements in SG2 questions, • promote the implementation of SG2 recommendations, and • increase awareness of DC with SG2 standardization areas.

  20. Study Group 5 Regional Group for Africa (SG5 RG-AFR) SG5 during its last meeting (29 May 2009) created this new RG on EMC, EMf and “climate change” issues. • Coordinators :Mr. Guy Michel Kouakou (Côte d’Ivoire) and Mr. Peter Ulanga (Tanzania)

SG5 RG-AFR objectives(1/4) • To encourage active participation of African administrations, regulators and operators in the work of SG5 and to report to them SG5 outcomes and deliverables • to boost discussions on EMC and EMF effect on health challenges facing administrations, operators and regulators in the continent • to encourage participation of African countries in workshops and other ITU-T Study Group 5 events

  22. SG5 RG-AFR objectives(2/4) • to reflect the relevant priorities of the continent as per SG5 mandate • to encourage African countries to contribute to the development of new/revised ITU-T Recommendations on EMF effects and report on their respective “Climate change” activities

SG5 RG-AFR objectives(3/4) • to disseminate relevant information provided by ITU-T on EMF standards, compliance and measurement methods applicable to telecommunication networks, to the safety of telecommunication personnel and users against current and voltages, and telecommunication personnel and the general public from electromagnetic fields generated by telecommunication installation

SG5 RG-AFR objectives(4/4) • to provide a better follow up from and to the focal points identified on “Climate change” activities launched by ITU • to collaborate with African Telecommunication Union (ATU) • act as a liaison body between administrations, operators, regulators and ITU-T in matters relating to Environment and Climate Change.

  25. Study Group 12 Regional Group for Africa(SG12 RG-AFR) • Study Group 12 established a Regional Group on QoS issues for Africa region (SG12 RG - AFR) at its May 2008 meeting. First meeting: 18-19 June 2009, Accra, Ghana • Chairman: Daniel Waturu (Kenya)Vice-chairman: Abdel-Nasser Mama Toure (Benin)

SG12 RG-AFR objectives (1/4) • To encourage to take an active participation in work of ITU-T SG12 by African Regulators and Operators, and in the implementation of the ITU-T Recommendations on Performance/QoS and QoE. • To boost discussions on QoS challenges facing operators and regulators in the continent.

  27. SG12 RG-AFR objectives (2/4) • To encourage participation by African countries in the Rapporteur’s meeting, workshops and other SG 12 events. • To encourage African countries to contribute to the work of ITU-T SG12 and in particular to the new/revised Recommendations developed by ITU-T SG12.

  28. SG12 RG-AFR objectives (3/4) • To encourage the African countries to actively participate in QSDG and other QoS related meetings, at least when such meetings are organized in the African Region.

  29. SG12 RG-AFR objectives (4/4) • To ensure that ITU-T SG12 avails relevant information on standards applicable to telecommunication networks, including test equipment for QoS monitoring and measuring. • Act as liaison body between African telecommunication operators/regulators and ITU-T SG12 in matters relating to QoS standards.

  31. Different JCAs (1/5) • Joint Coordination Activity on ICT and climate change (JCA-ICT&CC) New! The objectives of the Joint Coordination Activity on ICT and climate change (JCA-ICT&CC) are to co-ordinate activity on ICT & CC across ITU-T Study Groups, in particular SGs (5, 9, 13, 15 and 16), and to coordinate with ITU-R and ITU-D as well as to provide a visible contact point for ICT and Climate Change activities in ITU-T, to seek co-operation from external bodies working in the field of ICT & CC and enable effective two-way communication with these bodies. Refer to SG5 and TSAG • Joint Coordination Activity on Management (JCA-Mgt) The scope of the Joint Coordination Activity on Management (JCA-Mgt) is the coordination of the management standardization work inside and outside of the ITU-T. This JCA includes the coordination responsibilities previously addressed by the NGN Management Focus Group (NGNMFG) regarding NGN management, but goes beyond by including also the coordination of the work related to the next generation of telecommunication management networks.

Different JCAs (2/5) • Joint Coordination Activity-Accessibility and Human factors (JCA-AHF) The joint coordination activity on accessibility and human factors (JCA-AHF) was established in December 2007. Participation is open to representatives and experts from organizations interested in the field, including standards development organizations (SDOs), academia, governments, regulators, etc. JCA-AHF reports to SG 2 • Joint Coordination Activity for Identity Management (JCA-IdM) The establishment of JCA-IdM (Joint Coordination Activity for Identity Management) has been approved by TSAG in December 2007. The membership of the JCA-IdM is composed of representatives from the ITU Study Groups and invited representatives from recognized IdM external.

Different JCAs (3/5) • Joint Coordination Activity on Network Aspects of Identification Systems (including RFID) (JCA-NID) TSAG approved at its meeting (Geneva, 3-7 July 2006), the establishment of a Joint Coordination Activity on Network Aspects of Identification Systems (including RFID) (JCA-NID). Mr. Pierre-André Probst (OFCOM, Switzerland) was appointed as the Convenor of this activity. JCA-NID is open to members and designated representatives of relevant Standards Development Organization and Forums. JCA-NID reports to TSAG • Joint Coordination Activity on IPTV (JCA-IPTV)On 4 and 5 April 2006 the TSB Director convened a consultation meeting to consider possible measures to take care of the IPTV studies within the ITU-T (TSB Circular 71). A result of the consultation meeting was an agreement to establish, according to provisions of Recommendation A.7, a Focus Group on IPTV. Subsequent to the agreement at the consultation meeting, TSAG, at its meeting 3 to 7 July 2006, decided that the parent of the IPTV Focus Group should be Study Group 13 and that a Joint Coordination Activity (JCA) should be established amongst the management of the concerned study groups to provide an interface to the IPTV Focus Group. IPTV-JCA reports to SG 13

Different JCAs (4/5) • Joint Coordination Activity on Conformance and Interoperability Testing (JCA-CIT) Following a successful TSAG Correspondence Group on Conformance and Interoperability Testing (CIT) and two workshops, SG 17 established a Joint Coordination Activity (JCA) on CIT as a means for facilitating information sharing and collaboration. The JCA-CIT includes participation from relevant ITU-T Study Groups and relevant outside bodies such as ETSI, ISO and OMA. JCA-CIT reports to SG 17 • Joint Coordination Activity on Home Networking (JCA-HN)With the agreement of the TSAG meeting 14-18 March 2005, a Joint Coordination Activity on Home Networking (JCA-HN) was established. Mr. Andrew Nunn (BT, UK) was appointed as the Convenor of this activity. The scope of the JCA-HN was decided following a meeting held immediately after the ITU-T workshop Opportunities and Challenges in Home Networking, 13 – 14 October 2005, Geneva and discussions at the TSAG meeting 7-11 November 2005. The name “Home Network Initiative” will be used to describe work in this field spanning ITU-T Study Groups. JCA-HN reports to TSAG

Different JCAs (5/5) • Joint Coordination Activity on NGN (JCA-NGN)The setting up of a 'Joint Coordination Activity' on NGN (NGN-JCA) was one of the agreements at the WTSA-04 concerning the organisation of the NGN studies. Its purpose is to augment the lead study group role of Study Group 13 for NGN particularly between Study Groups 2, 11 and 13 but also including other study Groups involved in the NGN work such as Study Group 12 (NGN QoS) and Study Group 17 (Security).
