You & I Know California Schools are in Trouble • California education statistics: • 47th in per-pupil spending • largest class sizes in the nation • Over the last 3 years, public school budgets were cut by over $20 billion and 40,000 educators were laid off • An entire “lost generation” of California children won't have the education they need to succeed in jobs and in life • Now is the time to make a real • change to transform • education in California

Prop 38 GUARANTEE #1: The Legislature Can’t Touch the Money • Yes on 38 guarantees more money for our local schools, NOT Sacramento. • 38 PROHIBITS the Legislature from diverting or borrowing the money, and it cannot use the new money to replace money schools currently receive. • Prop 38 requires all funds for schools be deposited in a separate trust account that can only be used to send funds directly to each school based on student enrollment.

Prop 38 GUARANTEE #2: School Funding MUST go Per Pupil to Every School • On average, Prop 38 will provide $1,080.00 per pupil per year in the first four years, increasing to $1,850.00 per pupil per year through 2023-24 • Use the benefits calculator to find out how much your school will get when Prop 38 passes www.prop38forlocalschools.org//benefits-calculator.aspx • Prop 38 funds will be audited and any attempted misallocation is a felony punishable by jail time and a ban on holding public office

  4. How Will Your Local School Benefit? • In Huntington Beach, California, Huntington Beach Union High would receive the following money to provide a stronger education when Prop 38 passes in November: • 2013-14: $16,289,409 • 2017-18: $28,336,220 • 2023-24: $38,334,318

  5. How Will Your Local School District Benefit? • Santa Monica-Malibu Unified would receive the following money to provide a stronger education when Prop 38 passes in November: • 2013-14: $10,267,567 • 2017-18: $17,860,931 • 2023-24: $24,162,949

Prop 38 GUARANTEE #3: The Money CANNOT be Spent on School Administration • Prop 38 prohibits spending more than 1% on administration • The money CANNOT be spent to increase salaries or pensions of school personnel • Prop 38 restores programs that we used to have • This is not a new bureaucracy and does not require new administration

  7. Prop 38 GUARANTEE #4: Spending Decisions will be Made LOCALLY After Public Input Districts MUST hold open meetings at each school to get input from parents, educators and the community before spending the money Community Input Process:

Prop 38 GUARANTEE #5: School Districts will be Held ACCOUNTABLE for Improvement • Prop 38 ensures transparent, accountable expenditures that tie spending to results • School districts MUST set annual educational improvement goals for each school • They must publicly report how the money was spent and whether improvement goals were reached

  9. Shared Benefits & Fairly Shared Costs No one likes paying taxes! Weall share in the benefits better schools and a better-educated workforce will create for our economy and quality of life Prop 38 is a smart, fair-share approach which raises income tax rates on a sliding scale based on ability to pay, with the wealthiest paying the most because they can best afford it According to the August 13th Legislative Analyst’s Office report, 40% of Californians won’t see a tax increase under Prop 38.

Election Day is November 6th Absentee Ballots go out October 8th OUR ASK: Commit to getting out talking right now about Prop 38 Commit to using social media to promote Prop 38 Commit to an event, big or small, to promote Prop 38 Commit to celebrating when Prop 38 passes through our grassroots campaign. As PTA leaders California's kids are counting on you.

Check www.capta.org for dates. Plan or participate in Yes on 38 local events and rallies — and share information about 38 with all of your members. Shoot a video for our Yes on 38 contest. Secure local endorsements for Yes on 38.
