South Lake PBID Activities • South Lake Avenue Association • Formed in 2007, Renewed in 2012 (2012-2017) • Requesting 2nd Renewal (2018-2022) • Maintenance Services – manual cleaning and power washing of sidewalks/bus stop areas/trash bins, trash debris and litter pick up and removal of posters, signs and stickers on street furniture and poles. • Ambassador Program- Ambassadors provide directions, handout business directories, patrol for graffiti, crime, code violations and suspicious activities. • Promotions & Marketing - Includes newsletters, website and social media management, development of promotional materials, seasonal decorations, special events
Renewal South Lake PBID • Renewal of PBID is multi-step process • Prior to the petition phase the South Lake District Association drafted Management Plan outlining the goals, objectives, budget and assessment formula • Petition Phase – Property owners in the proposed district who will pay more than 50% of the proposed assessments. • Ballot Phase – PBID renewal ballots are sent out to each property owner in the proposed renewed district. • Adoption of resolution of intention – in order for the renewal process to proceed, it is necessary for the City Council to adopt the resolution of intention. This authorizes the City Clerk to mail a ballot for the renewal to the property owners within the District and set a public hearing date to tabulate the ballots
Recommendation Find that adopting a resolution renewing the South Lake Avenue District Association Property and Business Improvement District is exempt from the California Environmental Quality Act (CEQA) per Section 15061(b)(3); Adopt a Resolution of Intention to Renew the South Lake Avenue Property and Business Improvement District Set a Public Hearing for May 15, 2017 at 7:00 pm
Fiscal Impact The City assessment for the PBID is $48,668 including city-owned parcels ($13,628) and the privately owned parcels bound by a surface easement ($35,040) In addition, the City would contribute $ 29,483 in the first year to off-set the General Benefit cost
