  3. Overview of State and Local Programs • 1122 (Joint Program with Dept. of Army) • Cooperative Purchasing • Disaster Purchasing Program • Wildland Fire Program • Computers for Learning • Surplus Personal Property Donation Program

  4. 1122 Program • Allows state and local governments to purchase equipment suitable for counter-drug, homeland security, and emergency response activities • Army manages the overall program; ammunition and weapons are through DLA; other general products are available through GSA • All inquiries and orders must go through the State Point of Contact (SPOC) www.gsa.gov/1122program

Cooperative Purchasing • Allows state and local, regional or tribal governments to access GSA’s Schedule 70 Information Technology and Schedule 84 Law Enforcement and Security • Voluntary participation: state and local governments not required to use GSA; GSA contractors decide whether they want to participate in the program and accept orders from state and local governments www.gsa.gov/cooperativepurchasing

Disaster Purchasing • Allows state and local governments to access GSA’s Schedules to facilitate disaster preparation, response, and recovery • Disaster can mean a major weather event; act of terrorism; nuclear, biological, chemical or radiological attack • Voluntary participation for both state and local entities and GSA Schedule contractors www.gsa.gov/disasterpurchasing

Wildland Fire Program • GSA Global Supply works with federal agencies and non-federal cooperators to stock national fire caches in preparation for fire emergencies • Requests for sponsorship should be forwarded to your state forest service, which coordinates with the U.S. Forest Service for approval www.gsa.gov/fireprogram

Computers for Learning • Transfers educationally useful excess Federal equipment directly to schools and educational non- profit organizations • Available to public, private and parochial schools with students aged prekindergarten through twelfth grade • Schools do not pay for equipment, but must pay for shipping and handling direct costs www.gsa.gov/computersforlearning

  9. Surplus Personal Property Donation Program • Enables state and local governments to obtain personal property that the federal government no longer needs • Cannot acquire surplus property directly, but must go through a State Agency for Surplus Property (SASP) www.gsa.gov/property
