  2. Preparing for the ??? • Is the invader known or unknown • Similar to something else • How long has it been here • How widespread is it • Is it affecting • commerce • ecosystems

  3. Two Tier Approach • Tier 1: • Coordinating body that is always in place • Tier 2: • Task force or group to address a specific pest or invader Similar organization and operating One is more action and task driven

  4. Preparation… • Core Group of key players • Various agencies, Ag, Resources, EPA, State, Federal, Local, Health, University, Research, Legislature • They all need to be there in the beginning • Meet together on a regular basis and have some basic agreements in place

  5. Agreements the group must • Embrace a common vision/goal • Establish trigger points for actions • This will have to bridge administrations • Determine pre-established roles • Different scenarios

  6. the devil is in the details Sound Reasonable So Far….But • Role of various agencies and groups • Responsibilities, regulatory vs. education or enforcement • Funding • Outreach (media contact) • Coordination & communications • Peacekeeper • Who gets the credit

  7. Keys… • The right people • Leaders who are willing to give up some authority for the greater good • Blur the traditional boundary lines • Give up the credit to the group • Be patient it takes some longer than other to see the benefit

  8. More Keys Plan and narrow your goals to something thatEVERYONEcan agree to. Decisions have to be made by the group. Get people who will lead and have horsepower. Give up personal credit for the group’s credit.
