  2. Basic program overview • Congestion Mitigation and Air Quality (CMAQ) Improvement Program • Changes and focus under MAP-21 • Freight Provisions • Opportunity for State Agency collaboration

  3. CMAQ & Title 23: What and why? Section 149: The CMAQ program is established for transportation projects that contribute to the attainment or maintenance of the national ambient air quality standards for ozone, carbon monoxide, or particulate matter.

  4. Can we do that? • Three elements of CMAQ: • Transportation? • Emissions reduction? • Nonattainment or maintenance area?

CMAQ & Project Selection • Project selection is NOT a Federal role— (reference 23 U.S.C. 145) • Processes vary at the State & local level • FHWA encourages a competitive approach • DOTs & MPOs should consult with each other and with environmental agencies • First contact usually is MPO or other local government committee (e.g., air quality, etc.)

NC CMAQ Process • Breakdown of NC CMAQ Apportionment • 35% Statewide • Large scale improvements - major system upgrades, major intercity rail or transit projects • NCDOT provides required match • 5% Regional • Awarded to projects spanning more than one AQ region • Local sponsor provides required match

NC CMAQ Process • 60% Subregional • Awarded at the MPO/RPO level within eligible counties • CMAQ funding is broken down by formula that accounts for population within NA/M area counties and the severity of the AQ pollutants (Ozone, CO and PM) • MPO’s/RPO must rank subregional needs based on anticipated AQ benefits, cost of construction, and implementation and/or priorities of the MPO/RPO • Project minimum is $100,000 • Local sponsor provides required match

CMAQ Projects Funded (nationwide) • Nearly $30 billion invested in 28,000 projects since 1992 • Wide range of eligible projects • transit improvements • traffic flow improvements • shared ride services • demand management • bicycle and pedestrian projects • alternative fuels • inspection & maintenance programs • freight services • experimental pilots • diesel retrofits • anti-idling facilities

  13. MAP-21 and CMAQ—the basics!(Section 1113) • Program continues for 2013 and 2014 bill • State CMAQ is based on FY 09 proportions • Eligibility guidelines intact • Priority for PM 2.5 • Performance planning

  14. Estimated CMAQ Funding • FY 2013— $2.21 Billion • FY 2014— $2.23 Billion

  15. Project Eligibility • Prior eligibilities continue in MAP-21 • Highlighted language for: • electric and natural gas vehicle infrastructure • diesel retrofits • construction equipment and vehicles • traffic flow efforts

  16. PM2.5 Priority • In PM2.5 areas, 25% of funds must support projects that reduce PM2.5, including diesel retrofits • Calculation process to be determined

  17. Cost Effectiveness • Program focus on cost efficiency • Tables, graphics to be developed that illustrate cost-effectiveness • States and MPOs to use tables in selecting CMAQ projects

Outcomes Study • Assessment of CMAQ since SAFETEA-LU enactment • Conducted by independent scientific research organization • Funded at $1 million, due in 2014 • Sample of projects, case studies to determine: • emissions reduction achieved • health impacts tied to improved air quality • potential improvements in modeling, analysis

  21. National Level • Establish National Freight Policy • Establish a National Freight Network • Designate a Primary Freight Network • Develop a National Freight Strategic Plan

  22. State Level • MAP-21 encourages States to: • Develop a State Freight Plan • Establish a Freight Advisory Committee • Identify projects to improve freight movement

State Freight Plan • Identify significant freight system trends, needs and issues • Description of policies, strategies and performance measures to guide investments • Description of how Plan will improve State’s ability to meet the National Freight Goals • Consideration of technologies and operational strategies to improve safety and efficiency of freight movement

Develop a prioritization of projects to improve freight movement • Potential for increased Federal share of funding – 90% to 95% • Construction, reconstruction, ITS, parking, reduce environmental impacts of freight movement on primary network • Projects must be identified in State Freight Plan

State Freight Advisory Committee • Freight stakeholders, industry workforce, state and local governments • Role - advise state on freight-related priorities, issues, projects, and funding • Be a forum for discussion for State transportation decisions affecting freight mobility • Communicate/coordinate regional priorities • Promote information sharing • Participate in State Freight Plan development

Funding Provisions • Surface Transportation Program (STP) – truck parking, infrastructure improvements in port terminals for direct intermodal interchange, transfer and access • Highway Safety Improvement Program (HSIP) - truck parking • CMAQ – electric vehicle charging stations or natural gas refueling stations • Safety rest areas, commercial (CMV) parking eligible for funding

  27. Other Provisions • Compilation and study of truck size & weight limits • Raises truck weight exemptions for idle reduction equipment for 400 to 550 lbs • Special permits during emergency relief

Opportunity for Air Quality Agencies • MAP-21 provisions provide opportunity for air quality agencies to increase PM2.5 reductions thru the CMAQ process (DOT $$) • Today – increase your awareness • Tomorrow – increase your involvement in the CMAQ and Freight Plan process • Engage EPA and FHWA to assist (use our SEDC partner resources too)
