HLY in the core of the Lisbon Strategy The Healthy Life Years indicator (also called disability-free life expectancy) measures the number of remaining years that a person of a certain age is still supposed to live without disability. Healthy Life Years is a solid indicator to monitor health as a productivity/economic factor (…) Any loss in health will, nonetheless, have important second order effects. These will include an altered pattern of resource allocation within the health- care system, as well as wider ranging effects on consumption and production throughout the economy. It is important for policy-makers to be aware of the opportunity cost (i.e. the benefits forgone) of doing too little to prevent ill-health, resulting in the use of limited health resources for the diagnosis, treatment, and management of preventable illness and injuries. (…) Estimates of the years that individuals can expect to spend in healthy and unhealthy states can be valuable for estimating the demands for future care (…) Hence, self-assessed health measures as HLY may be a particularly important indicator of the potential demand for health services and long-term care needs of the whole but especially for the elderly population http://ec.europa.eu/health/ph_information/indicators/lifeyears_en.htm

  15. Suggestion for calculation HLY HLY should be depicted in two ways: • Primarily: Years lived in good or moderate health versus years lived with severe limitations. This approach seems to produce results more comparable between the Member States. Presumably the underlying concept of severe limitation is more consistent and more robust against different translations or cultural adaptations. • Secondarily: Years lived in good health versus years lived with limitations (severe and not severe limitations). This will provide additional information but should no longer be the usual manner to depict the indicator.
