  5. Why should Traders co-operate? • Customs are the common barrier • Customers are the common currency • World trade is the common fuel • WTO is the common referee: revising rules, tariffs, rules of origin, valuation etc • WTO & WCO = action: • Doha Development Agenda • Customs Data Model • UCR

  6. Why should Customs modernise ? 1. Globalisation & revenue implications 2. Better co-operation = better control 3. Better systems = less corruption 4. Better facilitation = more resources for better security and compliance Facilitation offers a ‘ win/win ’ solution

  7. Why should Traders co-operate better with Customs? 1. Timein Customs is only time goods are out of our control 2. Toobtain Immediate Release and satisfy our customers’ demands for rapid delivery, JiT, lower inventory, etc. 3. Tohelp Customs better detect fraud, illegal weapons, drugs, counterfeit goods etc.

Regular exchanges ‘enforcement intelligence’ 4. Improved supply chain integrity e.g. BASC 5. Cross-fertilised training & technical assistance 6. Single window concept - convergence of border controls under Customs

Why should Traders co-operate better with Governments? • Doha sets trade agenda for next 3-5 years • Trade facilitation ‘ripe’ for ‘early harvest’ • Tariffs on manufactured goods could be eliminated by 2020: massive changes for most customs - lower revenues, end of rules of origin, end of valuation rules, etc. • Traders need to send clear messages to governments of what they want

  10. Areas/Methods of Co-operation • Promote revised Kyoto Convention • Provide direct technical assistance to developing countries' Customs services • Participate in WCO/Business Partnership • Promote convergence of official controls & adoption of Customs Data Model • Fight corruption

Areas/Methods of Co-operation (cont’d) • Develop compatible EDI & XML systems • current pilot projects with IATA for e- AWB’s • Establish more MOUs to: • obtain better intelligence on suspect shipments • maintain and develop better security standards • provide more cross-fertilised training • enhance mutual understanding, revenues and efficiencies • Build critical mass via coalitions of like-minded groups e.g. IFCBA, IATA, IRU, FIATA, IECC and ICC.
