  9. 2 低碳城市建设的实施策略Implementation Strategy of Low-Carbon City Construction 低碳城市实施策略可以归结为“减源增汇”,在具体实施路径上可归纳为四类,即降低固定碳源碳排放;降低移动碳源碳排放;降低过程碳源碳排放;促进自然碳汇碳清除。 Low-carbon city implementation strategy may be summarized into “source reduction and sink enhancement”.
