  1. Setting up National Institute of Healthcare Engineering & Architecture (NIHEA) Ministry Of Health & Family Welfare Government of India

  2. Proposal for Master’s Degree Programs in Health Facilities Planning and Designing & Healthcare Engineering and Management (Both areas as Micro-specialties in Public Health)

  3. Background • As declared by Hon Health &Family welfare Minister in a convocation at PGI, Chandigarh during 18th March, 2006 an office order was issued on 9th Nov., 2006 by DGHS constituting a Standing Committee of expertschaired by DG, ICMR, to draft/review course structure for full time and distance education programme for these two courses.

  4. Committee in its meeting dated 7th February, 2007. approved course structure which had the contribution by more than 45 experts in this fieldand the document of Standing Committee of Experts was presented to HFM on 11th April, 2007. • Follow up committee of experts under the chairmanship of DG, ICMR formed on 4th May,2007

  5. Decision Taken in MOHFW 09.06.2008 • MOH&FW needs to set up, an autonomous National Institute of Health Care Engineering and Architecture (NIHEA) in PGIMER Chandigarh for running these two programmes •   Since these are flagship initiative of MoH&FW under the wider field of public health and first time in South East Asia • Theentire funding for the courses will be supported from the MoH&FW budget.

  6. Meanwhile PGI shall take necessary step to setup infrastructure for NIHEA in the campus ,& finalize & appoint permanent faculty for the courses including the Course Director for making it function like autonomous Institute under MOH&FW. • Since the course is of Technical in Nature and being in the campus of Medical Institute, approval of AICTE is obtained • Since MoH&FW is funding, it will appoint a Monitoring Committee of Experts as is practiced in ICMR and other centrally funded schemes.

  7. Objectives of the Courses • Impart specialization in professional education and capacity building for Health Facilities planning, and all aspects of Infrastructure Development • Contribute to policy development, health facilities infrastructure planning and development in the country.

  8. Conduct Academic Research leading to efficient and effective health facilities infrastructure development models from Rural to Metropolitan / Regional level enveloping all aspects from Concept to Commissioning and then Managing efficiently healthcare infrastructure and assets.

  9. Undertake institutional sponsored consultancy assignments to demonstrate excellence in practical implementation of academics and provide practical opportunities for specialization in professional education to trainees and trainers making MOHFW Govt. of India a ‘KNOWLEDGE HUB’ in South East Asia, Middle East etc in these hi-tech micro-specialties of Public Health.

  10. Establish National & International Networking of concerned stakeholders to develop platform for achieving mutually relevant objectives including Hospitals, Healthcare Tourism, new generation Pharmaceuticals and Biotech industry, Diagnostics infrastructure

Proposed Courses • Master’s Degree Programs in Health Facilities Planning and Designing with emphasize on architectural, designs, organics, sustainability, patients environment, quality of life in hospitals etc. • Master’s Degree Programs in Healthcare Engineering and Management with emphasize on Asset and Infrastructure (O&M) of Hospital Engineering Services, Healthcare Project / Construction Management etc. (buildings, plants, machinery, services, equipments, health estate).

  12. It is proposed that two courses be conducted which should run concurrently as companion courses. • Some of the courses may be common to both but the application and the emphasis should be different. • The intent is that the two courses would enrich each other.

  13. Credit Accumulations • P.G. Diploma - 1 year • Master’s - 2 years With multiple entries and multiple approaches as per practice in UK, USA, Australia etc

This proposal is workable any where in India where Architecture-Public Health-Engineering - Management faculties with a major hospital can join hands. • Makes India ‘Knowledge hub’ in South East Asia, Middle East, supports Medical Tourism. • Can be run Full Time / Distance Education / Evening / Weekends

Teaching Methodology • Taught course are taken under Lectures categories and Seminars • Project based courses are taken under Studio and Laboratory programs to provide practical exposure. • Non-credit Extension / specialist lectures from visiting faculty and visits to hospitals in India, industries. • Online interface with experts from U.K., Australia, U.S.A., Singapore, Dubai, Hong Kong etc

  16. INTAKE • 10 candidates for each course (Degree in their respective Field) i.e. total 20 nos. • Sponsored candidates will be preferred from CPWD/State PWD/Corporate/Army/ Railways /Pharmaceuticals & Equipment Industries / Health or Medical Corporations of various States / N.G.O. in the Ratio of 80:20 (80 from Govt. sector)

Facilities and Potentialities of P.G.I. • Well planned and managed Health Estate. • Medical Faculty • Nursing Faculty • Hospital Administration Faculty • School of Public Health Faculty • Biggest Workshop in any Medical University in India • Sophisticated laboratories • 1500 bed hospital for training with advance centers • Easy availability of P.G.I.’s emeritus Professors always willing to help: mostly settled in Chandigarh. • The ‘unified’ Department of Hospital Engineering and Planning: only one in the Country • Land to expand 

  18. Physical Space Requirement • space for Technical Unit and Administrative staff : • 1. Studio (2 nos.) with 100 % satisfaction level of Computers: ~~ 2 x 500Sq.Ft. = 1000Sq.Ft • 2. Project Room/Seminar Room = 400 Sq. Ft. • 3. Office Space: = 1000 Sq. Ft. • 4. Technical staff/ Faculty Rooms (Coordinators) . = 2000 Sq. Ft. • Total space requirement: 4500 Sq. Ft.
