  3. Current Options • A-76 • Full study • Direct conversion • Nonappropriated Fund Instrumentality Memorandum of Agreement (NAFI MOA)

  4. Current Status • 39 contract operations • 32 general libraries • 39% of general libraries • 7 technical libraries • 47% of technical libraries • 6 NAFI MOAs (as of 30 Sep 02) • 7% of general libraries • Adding others in FY03 • 4 remained in-house as MEO

  5. Strategic SourcingNAFI MOA • Achieve mandated savings • Flexibility • Provides better control of resources • Provider of service remains an Air Force resource
