  2. History Bill as signed had the lead agency as Pennsylvania Emergency Management Agency. Regulation will be placed in the oil and gas regulations of the PA Department of Environmental Protection. Unconventional Well- bore hole used for the production of natural gas from a unconventional formation (below the base of the Elk Sandstone or its geologic equivalent, where production at economic flow rates can not be accomplished without vertical or horizontal well bores stimulated by hydraulic fracturing…..

  3. 911 Addressing • Prior to well site construction request for address must be made. • Operator shall determine GPS coordinates for both the well site and the entrance to the well site. • Definitions of access road, administrative road, private named road and use of numeric numbers. • Registration requirements to PEMA, “Public Safety Answering Point” and county emergency management organization. • Registration requires well site name, street address and GPS coordinates for entrance and well site.

  4. Signage • Reflective sign at the entrance to well site. • Sign requirements are reflective sheeting, contrasting background to lettering, 2-inch border, minimum 36 x 48 inches and 2-inch minimum number and letter size. • Mounted 3-feet above the ground. • Must remain until well(s) on site are plugged or permits have been transferred. • Information requirements to be placed on sign.

Planning • NIMS • Emergency contact information: 24-hour telephone contact for site. • Address fires, medical emergencies, explosions, spills, security breaches and “other.” • Types of hazardous materials and estimated quantities. • Any response equipment that may be on site. • Public risk within a half mile of well site. • Training and exercise plan operated has established on the emergency response plan.

  7. Planning • Copy must be on-site at all times. • Plan and updated to be submitted to PEMA, PADEP, County emergency managements and Public Safety Answering Point. • Plan should address construction, drilling, completions, production, well site restoration and plugging.

  8. Effective Dates • Registration of addresses-30 days from published date. • Signage-90 days from published date. • Planning-90 days from published date.
